Haryana Accelerates Ambitious Water Security Programme with World Bank Partnership
In a significant move to address long-term water sustainability challenges, Haryana's Chief Secretary Anurag Rastogi chaired a crucial high-level meeting with the World Bank Appraisal Mission on Thursday. The meeting focused on accelerating the implementation of the state's comprehensive 'Water Secure Haryana' programme, marking a pivotal moment in the region's water governance strategy.
Massive Financial Outlay for Water Transformation
The programme represents a monumental investment in Haryana's water future, with a total outlay of Rs 5,715 crore. This substantial funding includes a significant Rs 4,000 crore loan component from the World Bank, demonstrating international confidence in Haryana's water management vision. Planned as a six-year initiative, this structured effort aims to fundamentally strengthen water management systems across the entire state through coordinated implementation and integrated planning.
Multi-Departmental Implementation Strategy
The project will be executed through a carefully coordinated approach involving multiple key departments to ensure comprehensive coverage and effective execution. The irrigation and water resources department has been allocated the largest share of Rs 3,328 crore, reflecting its central role in water infrastructure management. The Micro-Irrigation and Command Area Development Authority receives Rs 1,500 crore for specialized irrigation initiatives, while the department of agriculture and farmers' welfare has been allocated Rs 887 crore to support agricultural water interventions.
Structural Transformation in Water Governance
Engineer-in-Chief of the irrigation and water resources department, Satbir Singh Kadian, emphasized that the programme has been specifically designed to bring about structural transformation in water governance. This transformation will be achieved through three key pillars: leveraging modern technology, strengthening institutional frameworks, and implementing farmer-centric interventions that address real agricultural needs.
Extensive Geographic Coverage and Benefits
The programme will be implemented across an impressive 15 clusters covering 48.94 lakh acres of agricultural land. This extensive coverage represents a significant portion of Haryana's cultivable command area, ensuring that water management improvements benefit a wide range of farming communities and agricultural operations throughout the state.

A central focus of the initiative involves the adoption of advanced data-driven water management systems. These systems will include comprehensive digital databases and real-time monitoring mechanisms designed to dramatically improve irrigation efficiency and service delivery.
