Haryana Chief Secretary Leads Preparations for Census-2027 with Focus on Digital Innovation
In a significant move to streamline the upcoming national census, Haryana Chief Secretary Anurag Rastogi virtually addressed a one-day conference on Thursday. The meeting brought together divisional commissioners, deputy commissioners, and municipal corporation commissioners to ensure the successful and time-bound conduct of Census-2027.
Census as a Cornerstone for Development and Policy
Rastogi emphasized that the census serves as a foundational tool for shaping policies, welfare schemes, and infrastructure development over the next decade. He described it as a critical test of the state's administrative and technical efficiency, as well as its coordination capabilities. The chief secretary underscored that accurate census data is indispensable for effective policy formulation and development planning. He cited the 2011 census as a key example, which helped identify districts in Haryana with low child sex ratios, leading to targeted interventions through the ‘Beti Bachao, Beti Padhao’ programme.
Officials Instructed to Ensure Error-Free Process
Dr. Sumita Misra, Financial Commissioner and Additional Chief Secretary of the Revenue and Disaster Management Department, issued strict instructions to officers to eliminate any scope for error or negligence in the census process. She announced that the first phase, known as the "House Listing and Housing Census," will be conducted from May 1 to May 30. This marks the sixth census for Haryana since the state's formation in 1966.
Introduction of Self-Enumeration for Enhanced Efficiency
In a departure from traditional methods, the 2027 census will introduce a self-enumeration option for citizens. An online portal is set to launch on April 16, allowing residents to fill in their details in advance. After submitting their information, individuals will receive a unique self-enumeration ID via SMS and email. When enumerators visit households, their role will be limited to verifying the pre-filled data, which is expected to save time and improve overall data quality.
Logistical Planning and Training for Census Operations
Lalit Jain, Director of Census Operations in Haryana, outlined the extensive logistical framework for the census. Approximately 50,000 house listing blocks will be covered under 203 rural and urban charges. To manage this large-scale exercise, over 50,000 enumerators and more than 8,000 supervisors will be deployed. A phased training system will be implemented, involving master trainers and field trainers to ensure all personnel are well-prepared for their roles.
