Haryana Electricity Regulatory Commission Maintains Stable Power Tariffs for 2026-27
The Haryana Electricity Regulatory Commission (HERC) has announced that power tariffs will remain unchanged for the fiscal year 2026-27, offering significant relief to approximately 83.79 lakh consumers across the state. This decision, set to take effect from April 1, 2026, follows extensive public hearings and deliberations on the annual revenue requirement (ARR) petitions submitted by distribution companies UHBVNL and DHBVNL.
Revenue-Neutral Approach and Efficiency Measures
Despite projections indicating a revenue gap of Rs 4,484.71 crore, the commission opted against increasing tariffs. HERC emphasized a revenue-neutral strategy by implementing key efficiency measures. These include enhanced billing and collection processes, improved management of receivables, optimization of power procurement, and a concerted effort to reduce distribution losses. The tariff order was formally signed by chairman Nand Lal Sharma along with members Mukesh Garg and Shiv Kumar, after public hearings held in Panchkula and other urban centers where consumers strongly opposed any potential hike.
Directives for Sector Improvement and Loss Reduction
In addition to maintaining tariffs, HERC issued directives aimed at bolstering the overall efficiency of the power sector. Distribution losses for UHBVNL have been capped at 9.3%, with discoms instructed to prioritize feeder-level monitoring to further minimize losses. The commission also stressed the importance of strengthening the Haryana Power Purchase Centre and implementing effective demand-side management practices to ensure sustainable energy consumption.
Agricultural Subsidies and Consumer Incentives
A substantial subsidy provision of Rs 7,870.32 crore has been allocated for the agricultural sector. Under this scheme, farmers will be charged only 10 paise per unit, significantly lower than the actual cost of Rs 7.48 per unit. Furthermore, eligible applicants for tubewell connections will be permitted a one-time load enhancement until May 31, 2026, facilitating better access to power for farming needs.
Promoting Electric Mobility and Smart Meter Benefits
To support the transition towards electric mobility, discoms have been directed to establish EV charging stations in key cities across Haryana. Consumers utilizing prepaid smart meters will receive a 5% rebate on both energy and fixed charges, encouraging the adoption of advanced metering infrastructure and promoting energy conservation.
