GVMC Initiates Comprehensive Slum Survey in Visakhapatnam for Strategic Redevelopment
The Greater Visakhapatnam Municipal Corporation (GVMC) has embarked on a detailed survey covering 66 slums spread across the city of Visakhapatnam. This initiative aims to thoroughly evaluate housing conditions, infrastructure quality, and the availability of essential amenities in these areas. Based on the survey findings, slums that have attained a specified level of development will be officially denotified, while those lagging behind will undergo redevelopment through a public-private partnership (PPP) model.
Survey Objectives and Broader Economic Context
This survey is a critical component of the larger Visakhapatnam Economic Region plan, which falls under NITI Aayog's Vizag Growth Hub strategy. The goal is to systematically address urban challenges and foster sustainable growth. Visakhapatnam hosts slums in every part of the city, many of which have evolved over time due to educational and employment opportunities, leading to the construction of multi-storey buildings and shifts in social and economic dynamics. However, persistent issues such as narrow roads and deteriorated water supply and drainage systems remain prevalent in most of these areas.
Identification and Categorization of Slums
GVMC Commissioner Ketan Garg explained that the survey will bifurcate the slums into two distinct categories. "While one group will be denotified as slums, the others will be covered under the redevelopment project. Redevelopment of all these slums will be taken up in a single package in a bid to move the city towards becoming slum-free," he stated. This approach ensures a coordinated effort to transform underdeveloped areas while recognizing those that have already progressed.
Progress on Specific Slum Redevelopment Projects
Two slums, Velampeta and Indira Nagar, have already been identified for redevelopment under the PPP model, with tenders floated to kickstart the process. GVMC has completed feasibility studies, prepared detailed project reports, explored financing options, and obtained necessary sanctions from the state government. "After completing feasibility studies, preparing detailed project reports, exploring financing options, and obtaining the required sanctions from the state government, we have already floated tenders for the redevelopment of Velampeta and Indira Nagar. From the date of commencement, the work on these two slums will be completed in about two years," Garg added.
Beneficiary Engagement and Relocation Options
GVMC has engaged with beneficiaries from Velampeta and Indira Nagar, securing their consent after discussing all project components. To facilitate the redevelopment, residents will need to vacate their homes for approximately two years. GVMC has provided two options:
- Provision of nearly 18 months of advance rent to cover temporary housing costs.
- Arrangement of alternative housing at another location.
According to GVMC officials, nearly 70 to 80% of beneficiaries have opted for the rental option, as it allows them to remain in the same locality where many are employed. This choice reflects the importance of maintaining community ties and access to livelihoods during the transition period.
Transformation into Modern Residential Complexes
Both Velampeta and Indira Nagar are set to be transformed into high-rise residential apartments, marking a significant upgrade in living standards. Velampeta will feature a G+12 building designed to accommodate 177 families, while Indira Nagar will have a G+6 structure for 110 beneficiary families. These developments aim to provide improved housing with better amenities and infrastructure.
Legal and Administrative Framework Enhancements
In addition to the redevelopment efforts, GVMC plans to amend the Municipal Corporation Act, 1979, to establish a Slum Rehabilitation Authority. This move is intended to streamline and institutionalize slum redevelopment processes, ensuring long-term sustainability and effective governance in urban planning.
The GVMC's comprehensive survey and redevelopment initiative represent a proactive step towards addressing urban poverty and infrastructure deficits in Visakhapatnam. By leveraging PPP models and engaging with communities, the corporation aims to create a more equitable and developed cityscape, aligning with broader economic goals under the Vizag Growth Hub.
