Government Clarifies Aadhaar Biometric Authentication Requirements for LPG Consumers
In a recent statement, the government clarified on Tuesday that biometric Aadhaar authentication is mandatory only for LPG consumers who have yet to complete their eKYC verification. This clarification addresses media reports suggesting that LPG distributors were enforcing biometric checks for all consumers seeking domestic cylinder refills, amid supply disruptions linked to the conflict in West Asia.

The petroleum ministry emphasized that the directions for biometric Aadhaar authentication are not new but part of an ongoing exercise to enhance transparency and efficiency in the LPG distribution system. The ministry stated, "The recent post by the ministry is part of the government’s ongoing efforts to encourage more LPG consumers to complete biometric Aadhaar authentication." This initiative aims to ensure that subsidies and services are accurately targeted to eligible beneficiaries.
Specific Requirements and Exemptions
The ministry detailed that the eKYC requirement applies specifically to LPG consumers who have not yet undergone biometric Aadhaar authentication. Consumers not covered under the Pradhan Mantri Ujjwala Yojana (PMUY) and who have already completed this authentication do not need to repeat the process. For PMUY customers, biometric authentication is required only once per financial year, specifically for receiving targeted Direct Benefit Transfer (DBT) subsidies after seven refills, i.e., on the 8th and 9th refills.

The ministry highlighted that the eKYC process can be completed easily from home using mobile apps from oil marketing companies and the Aadhaar FaceRD feature on smartphones, free of cost. This approach ensures that supply of refills remains unaffected while promoting digital verification. The ministry added, "The eKYC ensures transparency, establishes clear eligibility, weeds out ghost consumers, and discourages diversion of LPG." This system is designed to streamline operations and prevent fraud in the subsidy distribution network.
