In a significant update from Panaji, Goa's ambitious digitization drive for panchayats has revealed a slow uptake, with only 16 out of the state's 191 panchayats currently offering online services. This development highlights the challenges faced in modernizing rural governance through technology.

Data Entry Bottlenecks and Staffing Issues

A senior official from the directorate of panchayats explained that the primary reason for the low number of panchayats providing online services is due to minor roadblocks in data entry. "Ideally, it doesn't take a lot of time to make data entries and upload them on the website," the official stated. "Many panchayats need dedicated manpower to make the data entries for digitizing the information online, and someone needs to keep an eye on the designated person doing the data entries. Presently, the existing staff in the respective panchayats has to do this, along with regular work."

Extended Timelines and Nodal Officer Appointment

To address these challenges, all panchayats were initially given three months from the implementation date to upload their data. However, this timeline was later extended by a couple more months to accommodate the delays. "It is all about the willingness of the panchayats to do this," the official emphasized. "It will be beneficial for them as well as for the people, who won't have to visit the panchayat office every time."

In a proactive move, Block Development Officer Shubham Bhartu was appointed as a nodal officer in January to fast-track the data entry process for all panchayats. "I have instructed all the taluka-level BDOs to expedite the process and have also been keeping a close eye on the progress made so far," Bhartu said.

First Phase Rollout and Available Services

The first phase of the digitization of panchayat services was rolled out in August 2025, with panchayats in Chicalim, Batim, Alorna, Bastora, and Casarvarnem introducing online services. This initiative facilitates certificates of character, income, and residence at the click of a button, aiming to enhance convenience for residents.

Currently, a total of nine services are available online at the 16 panchayats that have adopted the digital platform. This marks a step forward in Goa's efforts to streamline administrative processes and reduce the need for in-person visits to panchayat offices.
