Delhi Government Unveils Rs 1.04 Lakh Crore Budget for 2026-27
The Delhi government presented its comprehensive Budget for the fiscal year 2026-27 in the Legislative Assembly on Tuesday, marking a strategic financial plan with a total outlay of Rs 1,03,700 crore. This represents a significant increase of Rs 3,700 crore, or approximately 3.7 per cent, compared to the previous year's budget, reflecting the administration's commitment to progressive development and public welfare.
Revenue Sources and Financial Framework
Out of the total budget, Rs 62,550 crore has been allocated specifically for schemes and projects, while Rs 41,150 crore is earmarked for revenue and capital expenditure, as detailed in the official release. The government anticipates robust revenue streams to support this ambitious outlay.
Key revenue projections include:
- Rs 43,500 crore from Goods and Services Tax (GST).
- Rs 74,000 crore from the state's own tax revenue.
- Rs 900 crore from non-tax revenue sources.
Additional inflows are expected from centrally sponsored schemes (Rs 3,931 crore), central assistance (Rs 968 crore), the central road fund (Rs 591 crore), the Swachh Ganga Mission (Rs 1,500 crore), and disaster management funds (Rs 100 crore). Furthermore, the government plans to raise Rs 16,700 crore through market borrowings to bridge any financial gaps.
Major Spending Allocations Across Sectors
The budget prioritizes critical sectors with substantial financial injections. Education leads the allocations with Rs 19,326 crore, accounting for 18.64% of the total outlay, underscoring the government's focus on academic advancement and infrastructure. Health follows closely with Rs 13,034 crore (12.57%), aimed at enhancing medical services and facilities.
Other significant allocations include:
- Transport and roads: Rs 12,613 crore.
- Housing and urban development: Rs 11,572 crore.
- Social security: Rs 10,537 crore.
- Water and sanitation: Rs 9,000 crore.
Emphasis on Environmental Sustainability
A standout feature of this budget is its strong environmental focus, with Rs 22,236 crore (21.44% of the total outlay) dedicated to green initiatives. This funding will support pollution control measures, expansion of green spaces, advanced waste management systems, and the promotion of clean energy solutions, aligning with global sustainability goals.
Infrastructure and Urban Development Projects
Infrastructure receives a major boost with allocations of Rs 11,266 crore for the Municipal Corporation of Delhi, Rs 5,921 crore for the Public Works Department, and Rs 7,887 crore for urban development. Specific plans include the redevelopment of 750 km of roads with Rs 1,392 crore and Rs 800 crore for unauthorized colonies. Additionally, MLA funds are set at Rs 350 crore, and new fruit and vegetable markets are planned to improve local commerce.
Enhancements in Water, Sanitation, and Health
The Delhi Jal Board has been allocated Rs 9,000 crore to improve water supply, expand pipeline networks, and increase sewage treatment capacity from 707 MGD to 814 MGD. In the health sector, Rs 12,645 crore is earmarked, including Rs 150 crore for ICU and hospital projects, Rs 787 crore for medicines and equipment, and Rs 202 crore for expanding the Ayushman scheme. Over 750 new health centers will be established, with Rs 25 crore allocated for the ANMOL scheme for newborn screening.
Education and Welfare Initiatives
Education initiatives receive Rs 19,148 crore, covering new school buildings (Rs 200 crore), expansion projects (Rs 275 crore), bicycles for girl students (Rs 90 crore), laptops for meritorious students (Rs 10 crore), smart classrooms (Rs 150 crore), and technical education (Rs 720 crore). Welfare schemes under social empowerment include Rs 7,406 crore for women and child development, with key programs like the Mahila Samriddhi Yojana (Rs 5,110 crore), free bus travel for women and transgender persons (Rs 450 crore), free LPG cylinders (Rs 260 crore), and the Lakhpati Beti Yojana (Rs 128 crore).
Transport, Governance, and Economic Development
The transport sector is allocated Rs 8,374 crore, with plans to introduce 6,130 new electric buses and achieve a target of 7,500 buses by 2027. Metro expansion receives Rs 2,885 crore, and Rs 200 crore is set aside for the EV policy. Governance improvements include setting up 13 mini secretariats with Rs 100 crore, digitizing land records, and establishing a new think tank named DITI. For industry and employment, Rs 48 crore is allocated for MSMEs, aiming to train 32,000 enterprises and introduce semiconductor and drone policies.
Tourism and Environmental Protection
Tourism is boosted with Rs 412 crore, funding an international film festival, installation of 1,000 modern toilets, and city beautification projects. Environmental protection efforts include Rs 300 crore for pollution control and Rs 204 crore for the Municipal Corporation to tackle pollution, alongside plans to enhance waste processing capacity and introduce a carbon credit scheme.
