The first round of data collection for Census 2027 has officially kicked off with the launch of the self-enumeration exercise in New Delhi. Starting Wednesday, residents under the jurisdiction of the New Delhi Municipal Council (NDMC) and the Delhi Cantonment Area can begin submitting their household information online. This initiative marks a significant step in the nationwide census process, aiming to streamline data gathering through digital means while maintaining rigorous verification protocols.
How to Participate in the Online Self-Enumeration Process
Residents are required to log in through the dedicated CMMS mobile application or access the official portal at www.se.census.gov.in to complete the registration and questionnaire submission. According to an official statement, the process involves several critical steps that must be followed carefully to ensure accuracy and validity of the data.
Key Registration Rules and Restrictions:
- Only one mobile number can be registered per household, and this number cannot be reused for any other household during the census.
- The name of the head of the household, once entered during registration, cannot be altered or modified at a later stage.
- The language selected on the website for filling out the questionnaire is final and cannot be changed after submission.
Step-by-Step Guide to Location and Data Entry
To accurately pinpoint residential locations, participants must first select their district, enter the pin code, and provide details such as the name of their village or town, locality, and a nearby landmark. Upon clicking the search button, an interactive map will appear with a red marker. Users are instructed to drag this marker to the exact location of their residential building to confirm the address.
Once the location is validated through a confirmation message, individuals can proceed to fill out the comprehensive houselisting and housing census questionnaire. All necessary information and guidelines for completing these forms are readily available on both the website and the mobile app to assist users throughout the process.
Post-Submission Procedures and Verification Phases
After successfully submitting the data, a unique self-enumeration ID (SE ID) will be generated and sent to the registered mobile number or email address. This SE ID is a crucial identifier that will be required during the subsequent physical verification stage conducted by census enumerators.
While the self-enumeration facility allows for independent data submission, it is complemented by an essential on-ground verification process. Between April 15 and May 15, field staff will visit households to verify the entries, make corrections if necessary, and finalize the data. From May 1 to May 15, the self-enumeration option will be extended to areas under the Municipal Corporation of Delhi (MCD), broadening the reach of this digital initiative.
Administrative Framework and Operational Structure
The government has mobilized an extensive administrative machinery to oversee the census exercise in Delhi. The divisional commissioner will serve as the census commissioner, supported by 13 district magistrates acting as special census commissioners. Additional district magistrates will function as district census officers to ensure smooth coordination and execution.
At the field level, Delhi has been strategically divided into 250 charges in MCD areas, nine in NDMC, and one in the Delhi Cantonment. Each charge will be headed by a designated officer, with specific roles assigned based on the area:
- In NDMC areas, charge officers will include ADMs and chief engineers, with a separate charge established for VVIP zones housing key constitutional authorities.
- The cantonment area will have its own dedicated charge officials.
- In MCD areas, charge officers will primarily be principals from educational institutions.
Detailed Data Collection Parameters and Scope
Delhi is estimated to have between 45,000 and 46,000 house listing blocks, each covering approximately 180 to 200 households. Every block will be assigned one enumerator, with supervisors managing the work of six enumerators each to maintain efficiency and accuracy.
The houselisting exercise is designed to capture detailed information across 33 parameters, categorized into several key areas:
- Identification Details: Including building and census house numbers for precise location tracking.
- Structural Aspects: Such as materials used for floors, walls, and roofs to assess housing quality.
- Household-Level Data: Covering the number of residents and the socio-economic category of the head of the household.
- Living Conditions and Amenities: Encompassing water source, sanitation facilities, type of fuel used for cooking, and access to electricity.
