BMC Advances Gargai Dam Project with International Consultant Interest
Following the issuance of the letter of acceptance for the construction of the Gargai dam, the Brihanmumbai Municipal Corporation has officially commenced the process of appointing a specialized consultant. This consultant will be tasked with overseeing critical aspects of the ambitious project, including the rehabilitation of affected villagers, extensive tree transplantation efforts, and providing essential safety and design expertise.
International Firms Express Interest in Consultancy Role
During a recent pre-bid meeting, multiple international firms from Spain, Japan, and the Netherlands expressed strong interest in securing the consultancy contract. Civic officials have emphasized that this consultancy component is absolutely critical to the successful execution of the entire project, which carries an estimated cost of Rs 25 crore.
"There has been significant interest from prominent international firms such as Japan's Nippon Koei, along with several India-based companies," stated a senior civic official. "However, it is important to clarify that the appointed consultant will not have the final authority regarding project design. Once finalized, the complete project design will undergo thorough vetting by the Central Design Organisation in Nashik, which operates under the Maharashtra government's jurisdiction."
Project Scope and Environmental Considerations
The Gargai dam project, slated for construction in Ogada village within Wada taluka of Palghar district, encompasses several substantial environmental and social components:
- Transplantation of approximately 3 lakh trees
- Compensatory afforestation across 658 hectares in Washim, Chandrapur, and Hingoli districts
- Relocation of affected villagers to Devali in Wada taluka
Project Timeline and Implementation Phases
The work order for the consultancy is expected to be issued later this week, with the entire project projected for completion within a four-year timeframe. Officials explained the compliance process: "Typically, a 30-day period is allocated after issuing the letter of acceptance for completing mandatory compliances, which include providing bank guarantees, obtaining labor licenses, and executing power of attorney documents. However, we anticipate these requirements will be fulfilled within the coming week, allowing for the work order to be issued promptly."
Once the work order is officially issued, the project will proceed through distinct phases:
- First Year: Securing necessary permissions and creating infrastructure for relocating six affected villages
- Second Year: Commencement of actual dam construction
- Third Year: Installation of electrical systems and related infrastructure
Parallel efforts are currently underway to secure essential forest and wildlife clearances, according to project officials.
Political Opposition and Clearance Concerns
Opposition parties have raised concerns about the project's timing, arguing that the administration has moved forward prematurely while crucial permissions remain pending. Congress leader in BMC Ashraf Azmi criticized the approach: "BMC should have obtained all necessary clearances before initiating any works related to dam construction. Proceeding without complete approvals creates unnecessary risks and uncertainties."
Significant Water Supply Enhancement
Upon commissioning, the Gargai dam is projected to add a substantial 440 million litres per day to Mumbai's water supply infrastructure. This development will mark the city's first new reservoir since the Middle Vaitarna dam became operational in 2014, representing a significant enhancement to Mumbai's water security and distribution capacity.
