Bihar Government Mandates Comprehensive Social Audit for MGNREGA Projects
In a significant move to enhance accountability and transparency, the Rural Development Department (RDD) of Bihar has announced a mandatory social audit of all assets created and work executed under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). This audit will be conducted at the panchayat level across every district in the state, marking a robust step towards ensuring proper utilization of public funds.
Third-Party Audits to Ensure Impartiality and Curb Corruption
State RDD Minister Shrawan Kumar revealed that a Social Audit Society (SAS) has been established in each district to carry out these audits. These societies function as independent third-party entities, requisitioned specifically for this purpose to maintain impartiality. The Central government has sanctioned slightly over Rs 9.47 crore to cover the associated costs, against a demand of more than Rs 10 crore.
"It is imperative that a transparent and unbiased social audit of the work done at the panchayat level under MGNREGA is conducted," Kumar emphasized. "When funds are allocated for developmental activities, maintaining total transparency in implementation and fixing responsibility is absolutely crucial." He further noted that this initiative will help control corruption, ensuring that the benefits of development reach the intended needy individuals.
Scope of MGNREGA Works and Broader Impact
The works undertaken under MGNREGA are designed to provide livelihood protection and create sustainable assets. These include a wide range of activities such as water conservation, agricultural development, sanitation improvements, and the establishment of basic rural infrastructure. Specific projects encompass the construction of ponds, wells, rural roads, school toilets, sports grounds, anganwadi buildings, and check dams, alongside extensive plantation efforts.
Under the MGNREGA schemes, eligible individuals are guaranteed 100 days of work with corresponding remuneration, directly contributing to rural employment and economic stability. The release of funds for the social audit is expected to significantly facilitate the audit process and provide a substantial boost to ongoing and future development work, reinforcing the government's commitment to rural upliftment.
