Bihar Kicks Off Digital Census 2027 with Self-Enumeration Phase
In a significant move towards modernizing data collection, the Directorate of Census Operations, Bihar, has announced the commencement of the first phase of Census 2027. The 'house-listing and housing census' will be conducted from May 2 to May 31, while a pioneering self-enumeration window is set to open from April 17 to May 1. This initiative marks a shift towards a fully digital approach, aiming to enhance efficiency and citizen engagement in this national undertaking.
Digital Transformation and Self-Enumeration Details
During a press conference held in Patna on Wednesday, Ranjita, the director of census operations and citizen registration, along with deputy director Sanjeev Kumar, elaborated on the digital framework of Census 2027. Ranjita emphasized that the census will be executed entirely through digital means, introducing a self-enumeration facility for the first time in Bihar. This facility allows citizens to register their family details online from the comfort of their homes, using the portal accessible during the specified window.
The self-enumeration process is designed to be secure, simple, and time-saving. Citizens can initiate registration by providing the name of the head of the household and the mobile number of any family member. Upon completion, a unique ID will be generated, which must be securely stored and presented to enumerators during their household visits. This step ensures a seamless transition between self-enumeration and official data verification.
Emphasis on Data Security and Public Participation
The officials underscored the strict confidentiality of all data collected under the Census Act, 1948. They assured that personal information is protected through encryption within the digital tools, guaranteeing complete security for citizens' details. This measure aims to build trust and encourage widespread participation in the census process.
Citizens are urged to maximize the use of the self-enumeration facility to support the objective of 'Census for Public Welfare' (jankalyan). Active involvement is crucial for the timely and smooth execution of census operations, contributing to accurate data that informs national policies and development initiatives.
Broader Implications and Operational Framework
The introduction of digital self-enumeration in Bihar reflects a broader trend towards leveraging technology in governance. By enabling citizens to submit details digitally, the process not only saves time but also reduces the logistical challenges associated with traditional census methods. This approach aligns with global best practices in data collection and management.
As the state prepares for the house-listing phase in May, officials are focused on ensuring that all citizens are aware of the self-enumeration window and its benefits. The success of this digital initiative could set a precedent for future censuses across India, promoting efficiency and inclusivity in national data gathering efforts.
