Bihar Chief Secretary Mandates Full Employee Participation in Census 2027 Self-Enumeration Drive
In a crucial review meeting held in Patna on Thursday, Chief Secretary Pratyaya Amrit issued strict directives to all state departments, demanding 100% participation of employees in the upcoming self-enumeration exercise for Census 2027. This preparatory phase is scheduled to run from April 17 to May 1, immediately preceding the first phase of census operations which commences on May 2 with house listing and enumeration activities.
High-Level Meeting Focuses on Census Preparedness
The meeting commenced with a detailed presentation by the Director of Census Operations-cum-Chief Principal Census Officer for Bihar, who provided a comprehensive briefing on the state's readiness for the self-enumeration initiative. Chief Secretary Amrit emphasized that this exercise is a matter of national importance, requiring all departments and district administrations to adhere strictly to the guidelines issued by the Government of India.
Amrit issued specific instructions to district magistrates, additional chief secretaries, principal secretaries, and secretaries, charging them with the responsibility of ensuring the campaign's successful execution. He mandated that all officials and staff working across directorates, divisions, corporations, and district-level offices must complete their self-enumeration within the stipulated timeframe.
Strategies for Enhanced Public Engagement
To foster broader community involvement, the chief secretary directed district magistrates to prepare comprehensive lists of distinguished persons at district, sub-divisional, and block levels, ensuring their participation in self-enumeration to serve as role models for the general public. An extensive public awareness campaign was also ordered, with particular emphasis on leveraging Jeevika Didis in rural areas to improve outreach and ensure maximum citizen participation.
Regarding the technical aspects of census preparation, Amrit highlighted that training programs for enumerators and supervisors are currently underway across districts and require close monitoring to ensure effectiveness. Additionally, district magistrates were instructed to complete houselisting block creation and HLB carving work on the Census Management Monitoring System (CMMS) portal within one week.
Senior Officials Reinforce Census Directives
The meeting saw active participation from senior administrative officials, including the Additional Chief Secretary of the General Administration Department and the Principal Secretary of the Revenue and Land Reforms Department. These officials reinforced the chief secretary's directives by issuing their own instructions to district magistrates and departmental secretaries, underscoring the collective administrative commitment to a successful census operation.
This coordinated effort reflects Bihar's proactive approach to Census 2027, with self-enumeration serving as a critical preliminary step to ensure accurate data collection and comprehensive coverage across the state's diverse population.
