Andhra Pradesh Government Considers Social Media Restrictions for Children
In a significant move to protect young minds from digital harm, Andhra Pradesh Chief Minister N Chandrababu Naidu announced on Friday that the state government is actively considering restricting social media access to children below 13 years of age. The proposal, which could be implemented within 90 days, represents a proactive approach to addressing growing concerns about the impact of unchecked online content on minors.
Multi-Pronged Approach to Child Protection
The initiative stems from recommendations submitted by State IT and HRD Minister Nara Lokesh, who conducted an extensive study on the pervasive issue of inappropriate content circulating on social media platforms. Chief Minister Naidu emphasized that the primary objective is to ensure children are not adversely affected by social media exposure, with the government committed to taking all necessary measures to safeguard their well-being.
The government is also exploring potential regulations for the 13–16 age group, though Naidu clarified that any decisions regarding this demographic would follow wider consultations with stakeholders and experts. This careful, phased approach demonstrates the administration's commitment to balanced policy-making that considers multiple perspectives.
Group of Ministers Examines International Models
To develop comprehensive solutions, the state government previously constituted a dedicated Group of Ministers (GoM) to study various policies and possibilities for implementing reasonable restrictions. This committee has held multiple rounds of discussions with diverse stakeholders and examined regulatory frameworks from abroad, seeking to adapt best practices to the Indian context.
Recognizing the importance of industry collaboration, the government has extended invitations to social media intermediaries to participate in upcoming GoM meetings. This inclusive approach aims to foster dialogue between regulators and technology companies to develop workable solutions.
Technical Solutions and Legislative Measures
Rather than pursuing a blanket ban that might prove difficult to enforce, the Andhra Pradesh government is advocating for more stringent age verification mechanisms on social media platforms. This includes requiring proof of identity and age during account creation, a measure that could significantly reduce underage access to these platforms.
Minister Lokesh has additionally proposed implementing more advanced algorithms that would prevent platforms from displaying age-inappropriate content to younger users. These technical solutions, combined with policy measures, represent a holistic approach to digital child protection.
Home Minister V Anitha, who serves on the GoM, revealed that the state government is considering legislation that might require approval from the Union government. She emphasized their commitment to holding wider consultations to potentially develop national guidelines and establish a uniform policy across states.
