In a significant move to enhance safety and efficiency, the Andhra Pradesh government has relaxed a long-standing rule that required excise constables to physically visit bars at midnight to confirm closure and upload photographs on the Excise Eye app.
Background of the Rule
Earlier, excise staff were mandated to ensure that all bars were shut after 12 midnight by personally visiting the premises and uploading photo evidence on a daily basis. This requirement often forced constables to travel late at night, leading to serious safety and logistical concerns.
Revised Guidelines
Under the newly revised guidelines, excise personnel can now verify bar closures through alternative methods such as reviewing CCTV footage or conducting video calls with bar staff. This change eliminates the need for physical visits during odd hours, significantly reducing risks.
Trigger for the Change
The decision came in the wake of a tragic incident in Visakhapatnam district, where an excise head constable, Simhachalam Naidu, lost his life in a road accident while returning after completing midnight inspection duties. The incident highlighted the severe risks involved in enforcing the earlier rule.
Response to Employee Appeals
Responding to persistent appeals from employee unions, authorities issued orders easing the requirement. Excise Minister Kollu Ravindra assured full support to the bereaved family and directed officials to provide immediate financial assistance of Rs 10 lakh from the department. Additionally, he facilitated supplementary support of approximately Rs 1.10 crore through an SBI insurance scheme.
Compassionate Appointment
The minister also announced that one eligible member of the deceased constable's family would be offered a government job on compassionate grounds, ensuring long-term support for the family.
This reform marks a positive step towards modernizing enforcement protocols and prioritizing the safety of frontline personnel.
