Ahmedabad Computer Institute Faces Heavy Penalty for Environmental Violation

The Ahmedabad Municipal Corporation (AMC) has taken strict action against a local computer education institute for illegally damaging public greenery. The management of KICT Computer Education has been issued a formal notice, slapped with a substantial fine of Rs 3.2 lakh, and mandated to plant 120 trees as compensation for their unauthorized actions.

Details of the Environmental Offense

The incident occurred on Sola Science City Road in the Gota ward area. The institute, operating from a building named Azon Solitaire, reportedly hacked the branches of 12 healthy trees located on the road divider. Their motive was purely commercial: to enhance the visibility of their advertisement board by removing obstructing foliage.

This act was carried out without seeking any prior permission or approval from the municipal garden department, constituting a clear violation of environmental regulations and civic bylaws.

Breakdown of the Penalties Imposed by AMC

In its official notice, the AMC garden department outlined a multi-faceted penalty structure designed to serve as both punishment and environmental restitution:

  • Compensation Fine: A base fine of Rs 1,000 per tree for the damage caused to the 12 trees, totaling Rs 12,000.
  • Administrative Charge: An additional administrative charge of Rs 1,000 per tree, adding another Rs 12,000.
  • Tree Plantation Order: The institute is ordered to plant 120 new trees (10 trees for each one damaged) and ensure their proper maintenance.
  • Maintenance Deposit: A significant annual deposit of Rs 2,500 per tree is required for the maintenance of these new 120 trees. This amounts to Rs 3 lakh annually.
  • Additional Administrative Fee: An extra administrative charge of Rs 24,000 is levied in relation to the maintenance deposit.

The cumulative financial penalty, combining the compensation fine, administrative charges, and the first year's maintenance deposit, comes to a total of Rs 3,24,000 (commonly reported as Rs 3.2 lakh).

Legal and Assurance Requirements

Beyond the financial and plantation orders, the AMC has imposed strict legal compliance measures. The management of KICT Computer Education is required to provide a formal assurance on a Rs 300 stamp paper, legally binding them to fulfill all the conditions set forth in the notice. This includes the commitment to plant the 120 trees and maintain them as per municipal standards.

This case highlights the Ahmedabad Municipal Corporation's increasing vigilance and stringent approach towards protecting urban greenery and enforcing environmental norms. It serves as a strong warning to other commercial entities against tampering with public property and natural resources for private gain.
