Gurgaon Introduces 5kg LPG Cylinders to Aid Migrant Workers During Supply Shortage
In a strategic move to address the ongoing LPG supply constraints and prevent migrant workers from returning to their hometowns, fuel companies in Gurgaon have rolled out 5kg cylinders that can be purchased without the need for a formal gas connection. This initiative aims to ensure uninterrupted access to cooking fuel for vulnerable households, particularly those without established LPG connections.
Access and Distribution Details
Residents can obtain these smaller cylinders by presenting any government-approved identity document, such as an Aadhaar card or voter ID. However, the distribution process has been sluggish in its initial phase. Over the past three days, only 480 cylinders have been issued across the entire district, highlighting a slow start to the rollout.
Gas agencies have acknowledged this slow pace but are optimistic that it will accelerate as more people become aware of the option. For the first purchase, individuals must visit their nearest gas agency in person. Subsequently, refills can be conveniently booked online and delivered directly to their doorstep, streamlining the process for future needs.
Pricing and Operational Framework
The 5kg cylinders, categorized under Free Trade LPG (FTL) and falling within the commercial LPG segment, come with specific pricing structures. The initial purchase costs Rs 1,564, while subsequent refills are priced at Rs 584, which includes a Rs 30 delivery charge. It is important to note that commercial LPG rates apply, with costs at Rs 110.26 per kg, compared to domestic LPG at Rs 64.9 per kg. This makes the 5kg cylinder cost approximately Rs 110.8 per kg.
Bharat Singh Yadav, president of the All Indian LPG Distributors Federation (Haryana), provided insights into the initiative's background. He mentioned that government directives were issued on April 1, with agencies beginning to place orders from April 2. Yadav emphasized that while initial numbers are low, they are expected to increase in the coming days as awareness spreads.
Challenges and Worker Perspectives
Despite the benefits, some migrant workers have raised concerns about the system's limitations. Unlike the informal market, which allowed flexible purchases based on affordability—such as refills of Rs 50, Rs 100, or Rs 200—the new scheme mandates a fixed 5kg quantity for each refill. Rupesh, a construction worker, pointed out this issue, noting that earlier options provided more flexibility in managing expenses.
Nevertheless, Rupesh stated that the unavailability of cylinders would not compel him to return home, indicating a willingness to adapt to the new system. Authorities are monitoring the distribution closely, with cylinders tagged to identity documents to prevent misuse and ensure fair allocation.
Regulatory and Future Outlook
An official from a fuel company clarified that there is a capping mechanism in place, with each family eligible for a maximum of one or two cylinders per month, as a single 5kg cylinder can last approximately 20–25 days. The exact number of refills per person remains unclear, but agencies will oversee distribution to maintain control.
Yadav also highlighted that the 5kg LPG cylinder is not a new product; it was previously available but never gained popularity due to the easy availability of domestic and commercial cylinders. Past attempts to distribute through general stores as local distributors failed due to lack of demand, leading to the discontinuation of the scheme. He suggested that had these efforts persisted, migrants might not have faced the current crisis.
As per regulations, holding more than 100kg of LPG without a license is prohibited, underscoring the need for monitored distribution. The initiative represents a critical step towards alleviating the fuel crisis in Gurgaon, with hopes that enhanced accessibility will support migrant workers and other vulnerable groups during this challenging period.
