The Nationalist Congress Party (NCP) has unveiled a comprehensive blueprint for Mumbai's future, targeting the crucial 2026 Brihanmumbai Municipal Corporation (BMC) elections. Released on Wednesday, January 7, 2026, the manifesto outlines an ambitious plan focused on economic relief, environmental sustainability, and social welfare, aiming to reshape India's financial capital into a more inclusive metropolis.

Core Promises: Tax Relief and a Greener City

At the heart of the NCP's electoral pledges is a significant financial relief measure for the common citizen. The party has promised a complete waiver of property tax for residential homes measuring up to 700 square feet. This move is directly aimed at providing substantial savings for a large section of the city's middle-class and lower-income residents.

Simultaneously, the party declared a war on pollution with its 'Green City' vision. A central pillar of this vision is the commitment to plant 10 lakh (1 million) new trees across Mumbai. To complement this, the manifesto advocates for a shift towards sustainable public transport by promoting electric buses and CNG vehicles, aiming to improve the city's air quality.

Infrastructure, Housing, and Civic Amenities

The NCP's plan for Mumbai's physical development is expansive. On the infrastructure front, the party has set a target to construct 500 kilometres of new roads within the next five years. It also plans to develop key economic hubs like the Bandra Kurla Complex (BKC), Worli, and the eastern suburbs to generate new employment centres.

Addressing the perennial housing crisis, the manifesto commits to building 1,00,000 new affordable houses and accelerating Slum Rehabilitation Authority (SRA) schemes. For existing slums and old chawls, the NCP promises 24/7 access to clean water and a free water supply, alongside providing basic facilities and ownership rights.

Waste management receives innovative solutions, including a proposed 'Zero Waste' policy and a 'Waste Credit Certificate System' to incentivize citizens for proper segregation. A dedicated 'River Rejuvenation' campaign is also promised to clean water bodies and mitigate flooding.

Focus on Safety, Health, Education, and Technology

A major highlight is the 'Safe Mumbai' campaign designed for women's security. This initiative will feature increased police patrolling, dedicated helplines, and the construction of working women's hostels across the city.

In healthcare, the party plans to convert municipal hospitals into 24/7 'Arogya Kalyan Kendras' with teleconsultation facilities and provide health cards to all municipal school students. For education, the focus is on modernisation through digital classrooms and AI-based technology, alongside establishing free study rooms and career guidance centres in every ward.

The youth are promised skill development centres in every ward, along with municipal-level job fairs and apprenticeship programmes. In a significant move for inclusivity, the NCP has pledged full fare concessions for persons with disabilities (Divyang) on the Mumbai Metro.

Technological integration is key, with plans to implement an AI-powered 'Smart Traffic Signal' system and expand the CCTV and WiFi networks under the Smart City initiative.

The manifesto was formally released by a senior leadership team including state NCP chief Sunil Tatkare, the party's BMC poll coordination committee chief Nawab Malik, and city unit working president Siddharth Kamble. The document frames these promises as steps towards transforming Mumbai into a "world-class, inclusive, and glorious city," guided by the principles of social justice, development, and transparency.
