ECI Issues Digital Time Vouchers for Political Broadcasts on DD and AIR
The Election Commission of India (ECI) has taken a significant step to ensure fair media access for political parties in the upcoming assembly elections. Acting under Section 39A of the Representation of the People Act, 1951, the commission has directed the allotment of broadcast and telecast time on Doordarshan (DD) and All India Radio (AIR) to recognized national and state political parties.
Digital Distribution Across Five Poll-Bound States
Digital time vouchers have been systematically issued through an IT platform to all eligible political parties across five states and union territories scheduled for elections, which notably include Kerala. This digital approach streamlines the process, ensuring transparency and efficiency in the allocation of media slots.
Structured Broadcast Schedule and Allocation
The broadcast and telecast period is carefully timed to run from the date of publication of the list of contesting candidates in each phase up until two days before the polling date in the respective states or union territories. To determine the exact scheduling, a draw of lots will be conducted at the state or union territory level. This draw will occur in the presence of authorized representatives from the political parties and officials from the office of the chief electoral officer, ensuring an impartial and verifiable process.
Minimum Time Allotment and Performance-Based Extensions
Under this scheme, each political party is guaranteed a minimum of 45 minutes of free broadcasting and telecasting facilities on both DD and AIR. Additionally, parties may receive extra time based on their electoral performance in previous assembly elections within the specific states or union territories. This provision rewards established political presence while maintaining a baseline for all recognized entities.
Compliance and Submission Requirements
Political parties are required to adhere strictly to the commission's guidelines by submitting transcripts and recordings of their content in advance. This pre-screening ensures that all broadcasts comply with electoral norms and regulations, promoting a fair and orderly election environment. The ECI's initiative aims to balance media exposure with regulatory oversight, fostering democratic discourse in the lead-up to the polls.
