Trump Administration Proposes 15 Conditions to Iran for Conflict Resolution: Israel Media Report
According to a report from Israel's Channel 12, the administration of US President Trump has presented Iran with a set of 15 specific conditions as terms for ending the current conflict. The report, citing an unnamed official in the United States, indicates that Washington has also informed Jerusalem about these ongoing negotiations.
Concerns Over Framework Agreement
The Israeli media report highlights that Jerusalem is expressing concerns regarding the Trump administration's approach. Specifically, there are fears that Trump and his team may be pushing for "a framework agreement" with Iran, rather than insisting on these demands as strict conditions for halting the war. This potential shift in strategy has raised alarms in Israeli circles about the robustness of the proposed terms.
Mechanism for Ceasefire and Negotiations
The report, which cites multiple sources, further details that White House special envoy Steve Witkoff and Trump's son-in-law Jared Kushner have developed a mechanism to facilitate the peace process. This plan involves the declaration of a monthlong ceasefire period, during which both sides would negotiate a comprehensive 15-point agreement. This structured approach aims to create a conducive environment for diplomatic discussions.
Detailed Demands and Benefits
The report specifies 14 of the 15 demands and corresponding benefits that the United States has conveyed to Iran. The conditions are as follows:
- Iran must dismantle its existing nuclear capabilities entirely.
- Iran must commit to never pursuing nuclear weapons in the future.
- There will be no uranium enrichment permitted on Iranian territory.
- Iran must hand over its stockpile of approximately 450 kilograms of uranium enriched to 60 percent to the International Atomic Energy Agency (IAEA) in the near future, with a timetable to be agreed upon.
- The Natanz, Isfahan, and Fordo nuclear facilities must be completely dismantled.
- The IAEA, as the UN's nuclear watchdog, must be granted full access, transparency, and oversight inside Iran.
- Iran must abandon its regional proxy "paradigm."
- Iran must cease all funding, direction, and arming of its regional proxies.
- The Strait of Hormuz must remain open and function as a free maritime corridor without obstruction.
- Iran's missile program must be limited in both range and quantity, with specific thresholds to be determined at a later stage.
- Any future use of missiles by Iran would be restricted strictly to self-defence purposes.
In return for meeting these conditions, Iran would receive the following benefits:
- Iran would receive a full lifting of sanctions imposed by the international community.
- The United States would assist Iran in advancing its civilian nuclear program, including electricity generation at the Bushehr nuclear plant.
- The so-called "snapback" mechanism, which allows for the automatic re-imposition of sanctions if Iran fails to comply, would be removed from any agreement.
Iran's Response and Potential Peace Summit
According to another Israel-based publication, Haaretz, the proposal has been passed to Iran through an intermediary country, with a deadline set for a response. The report states that Iran has told the United States it would consider the offer but emphasized that there are certain aspects it would never accept. Additionally, there is a likelihood of a peace summit in the near future to iron out this formula and potentially reach a final agreement.
Trump's Statements on Negotiations
Earlier, US President Trump confirmed that negotiations are ongoing with Iran, claiming that the war is nearing its end. He stated, "We're in negotiations right now. I can tell you, they'd like to make a deal and who wouldn't if you were there? Look, their navy's gone, their air force is gone, their communications are gone. pretty much everything they have is gone. I think we are going to end it. I cannot tell you for sure. We have won this... We literally have planes flying over Tehran and other parts of their country. They can't do a thing about it. For instance, if I want to take down that power plant, they can't do a thing about it... They are totally defeated... Militarily, they are dead."
Iran's Denial and Stance
Despite these developments, there has been no formal response from the Iranian side to the latest overture from Trump. On Tuesday, Iranian officials denied reports of any negotiations with the United States, asserting that peace would only be achieved once the US-Israel campaign ceases. This contradictory stance adds complexity to the diplomatic efforts and underscores the challenges in reaching a resolution.
