In a landmark development for international law enforcement collaboration, India and the United Kingdom have officially signed a memorandum of understanding (MoU) focused on Criminal Records Sharing (CRS). This strategic agreement establishes a framework for the real-time exchange of critical criminal data, including comprehensive records, fingerprint information, and actionable intelligence between the security agencies of both nations.
Enhanced Data Access for Central Agencies
A senior official from the Ministry of Home Affairs (MHA) confirmed that the MoU was formally executed on December 15, 2025. Following this agreement, central investigative agencies in India now possess the capability to directly access vital databases containing information on known offenders. This includes detailed profiles of individuals involved in serious criminal activities and registered sex offenders, significantly bolstering investigative and preventive efforts.
Building on Previous Collaborative Efforts
This new MoU represents a continuation and expansion of the security partnership between India and the UK. In July of the previous year, the Central Bureau of Investigation (CBI) had already entered into a separate memorandum of understanding with the United Kingdom's National Crime Agency. That earlier agreement was specifically designed to enhance cooperation in combating complex transnational crimes such as corruption, serious financial fraud, and organized criminal networks.
Broader Context of India's International Security Agreements
The signing of the India-UK MoU is part of a broader diplomatic push by New Delhi to strengthen international legal and security frameworks. In a related development, the Union Cabinet has also approved a proposal to sign a Mutual Legal Assistance Treaty (MLAT) in criminal matters with Nepal. This treaty, which was inked on December 24, 2025, aims to formalize procedures for cooperation in criminal investigations and prosecutions between the two neighboring countries.
The India-UK Criminal Records Sharing MoU is widely viewed as a significant step forward in global security cooperation. By enabling the swift and seamless flow of criminal intelligence, it empowers law enforcement agencies on both sides to more effectively track cross-border criminal activities, apprehend fugitives, and prevent crime, thereby contributing to enhanced public safety in both nations.
