India Announces Visa Relief for Foreign Nationals Stranded Amid Middle East Conflict
In a significant humanitarian gesture, the Indian government has unveiled a series of measures to assist foreign nationals who find themselves stranded in the country due to the escalating conflict in the Middle East region. The move comes as tensions between the United States, Israel, and Iran continue to disrupt global travel and energy supplies, creating challenges for international visitors caught in the crossfire.
Visa Extensions and Penalty Waivers for Affected Individuals
The Indian Consulate in Dubai has issued a formal notification outlining the relief measures. According to the announcement, all visas and e-visas that are expiring or due to expire soon will be granted a one-month extension free of charge. This extension can be processed through the jurisdictional foreigners regional registration offices (FRROs) across India.
Authorities have also stated that penalties for any overstay by affected foreign nationals after February 28 will be waived, provided the delay was directly caused by the ongoing conflict. This waiver aims to alleviate the financial and legal burdens on those unable to depart India on time due to travel disruptions.
Free Exit Permits and Temporary Landing Permits
To facilitate the eventual departure of stranded individuals, the consulate has confirmed that exit permits will be issued free of charge to foreign nationals impacted by the situation. These permits will allow them to leave India once travel routes reopen and flights resume normal operations.
Furthermore, the government has clarified that if a foreign national is unable to apply for an exit permit or visa extension because of the conflict-related circumstances, it will not be treated as a violation of immigration rules. This provision ensures that individuals are not penalized for factors beyond their control.
In addition, a Temporary Landing Permit (TLP) will be granted free of cost to foreign nationals whose flights are diverted to India. This measure is designed to provide immediate assistance to travelers who may find themselves unexpectedly in the country due to flight diversions caused by the regional instability.

The relief measures are a response to the intensifying security crisis in the Middle East, which has been triggered by Iranian missile and drone strikes targeting US military bases, embassies, and civilian infrastructure across the Gulf region. Affected countries include the United Arab Emirates, Saudi Arabia, Qatar, Kuwait, Bahrain, and Jordan.
The conflict has also led to significant disruptions in global energy supplies, particularly around the strategic Strait of Hormuz. This vital waterway is responsible for the transit of approximately 20 percent of the world's oil, making the situation a critical concern for international markets and economies.
Impact on Travel and Indian Nationals Abroad
The travel disruptions have not only affected foreign nationals in India but also Indian citizens abroad. In a related development, the Indian Embassy in Doha reported that nearly 500 Indian nationals traveled from Qatar to India and other global destinations on flights operated by Qatar Airways. The embassy noted in a social media post that passengers were transported to Kochi and other destinations, with the airline also assisting in the repatriation of the mortal remains of two Indian nationals who died of natural causes, along with their accompanying family members, on humanitarian grounds.
However, flight operations remain limited due to the partially open airspace in Qatar. The embassy advisory mentioned that one flight to Mumbai is planned for operation by Qatar Airways on March 14, highlighting the ongoing challenges in air travel amid the crisis.
