Chennai Metro Phase II Opening in Doubt as Final Safety Trial Delayed

Chennai: The planned opening of the first Phase II metro line from Poonamallee Bypass to Vadapalani by the end of February is now under scrutiny. This uncertainty arises due to the postponement of the mandatory final speed trial, which is essential for testing the signalling system. The trial, part of the inspection by the Commissioner of Metro Railway Safety (CMRS), has been rescheduled to the third week of February, raising significant questions about the timelines set by Chennai Metro Rail Limited (CMRL) for its ambitious Phase II project.

Inspection Shortened Due to Pending Clearances

Sources indicate that the CMRS, who initially scheduled a three-day inspection, reduced the visit to just two days. This decision was made because CMRL has not yet secured the required clearances for the signalling system, a critical component for safe and efficient train operations. The delay in obtaining these approvals has directly impacted the inspection process and the subsequent speed trials.

Two-Level Safety Assessment Required

According to insider reports, the signalling system must undergo a rigorous two-level independent safety assessment before operations can commence. The first level involves certification by an independent expert appointed by the manufacturer or contractor. Following this, a second approval must be obtained from another independent assessor appointed directly by CMRL. Only after both these steps are completed can the speed trials be conducted. With barely two weeks remaining until the planned commissioning of the line, CMRL officials remain optimistic, asserting that the necessary approvals will be secured on time. An official stated, "External experts have provided feedback, and we are actively discussing the matter with them to resolve any outstanding issues."

Details of the CMRS Inspection

During the recent two-day inspection, the CMRS thoroughly reviewed various aspects of the metro line. This included examining stations along the stretch, as well as assessing electrical systems, tracks, rolling stock, viaducts, and other civil works. The inspection aimed to ensure that all infrastructure components meet the required safety and operational standards before the line is opened to the public.

Project Overview and Future Plans

The 15-kilometer stretch from Poonamallee Bypass to Vadapalani is a key segment of the larger 26.1-kilometer Corridor-4, which extends from Lighthouse to Poonamallee Bypass. Once operational, this line will initially serve 11 stations. Trains will bypass six stations beyond Porur Junction and terminate at Vadapalani, providing crucial connectivity to the existing Phase I network. The broader Phase II project spans an impressive 116.1 kilometers across three corridors and is expected to be completed in stages, with a target completion date of December 2028. This expansion is poised to significantly enhance urban mobility in Chennai, reducing traffic congestion and improving public transportation options for residents.
