UP Board Implements Comprehensive Textbook Reform for 2026-27 Academic Year

In a significant move to enhance educational accessibility and combat malpractice, the Uttar Pradesh Secondary Education Board has unveiled a comprehensive initiative to provide affordable NCERT textbooks to students across the state for the academic session 2026–27. This strategic decision aims to address longstanding issues of fraud and overpricing in the educational materials market, ensuring that students receive genuine resources at subsidized rates.

Advanced Security Features to Ensure Authenticity

To guarantee the legitimacy of textbooks and prevent counterfeiting, each authorized book will feature a sophisticated 7-digit serial number printed in ultraviolet fluorescent red ink on its cover page. This innovative verification system will enable students, parents, and educational authorities to easily confirm the authenticity of study materials, creating a transparent and trustworthy distribution network.

Extensive Textbook Coverage Across Multiple Subjects

The Board has introduced a total of 70 NCERT textbooks covering 36 diverse subjects for students in Classes 9 and 10, as well as Classes 11 and 12. These publications, originating from the National Council of Educational Research and Training (NCERT) in New Delhi, will be made available at significantly reduced prices through authorized channels.

Additionally, the initiative includes 12 selected textbooks in Hindi, Sanskrit, and Urdu for Classes 9 through 12, specifically designed to be affordable for students enrolled in government schools, government-aided institutions, and self-financed educational establishments throughout Uttar Pradesh.

Strict Enforcement and Monitoring Mechanisms

UP Board Secretary Bhagwati Singh has issued detailed directives to all district school inspectors, deputy directors of education, and joint directors of education, outlining rigorous measures to ensure that only approved textbooks are prescribed and sold in educational institutions. Expressing serious concern over reports that certain schools and book sellers have been compelling students to purchase expensive, unofficial textbooks and guidebooks, Singh emphasized the critical need for effective monitoring and strict enforcement of the new regulations.

The Board has mandated regular surprise inspections of schools to detect and prevent the sale of counterfeit or overpriced books. Educational institutions and book sellers found violating the Board's instructions will face stringent disciplinary action, including potential legal consequences.

Coordinated Campaigns and Multi-Agency Cooperation

To ensure widespread availability of authorized textbooks, the Board has scheduled special campaigns in all schools during two specific periods: April 1 to April 10 and July 1 to July 15. These campaigns will focus on verifying textbook authenticity and educating stakeholders about the new system.

Furthermore, the Board has directed education officials to establish coordinated efforts with multiple enforcement agencies, including the police administration, commercial tax department, and income tax authorities. This multi-agency approach aims to take joint action against individuals and organizations involved in the illegal sale or distribution of textbooks, creating a comprehensive enforcement framework.

Strengthening Distribution Networks and Copyright Protection

Schools across Uttar Pradesh have been instructed to establish direct contact with authorized printers and distributors while organizing textbook sales camps in government and aided inter colleges throughout all districts. This measure ensures that students receive genuine study materials at prescribed rates without intermediaries inflating costs.

The Board has reiterated that the copyright of official textbooks remains exclusively with the Uttar Pradesh Secondary Education Board, issuing a stern warning that piracy or duplication in any form will not be tolerated. This copyright protection extends to both physical and digital formats of educational materials.

This comprehensive textbook initiative represents a major step toward educational equity in Uttar Pradesh, addressing both affordability concerns and quality assurance in learning materials.
