Jadavpur University Fest Noise Prompts Formal Complaint from Local Resident
A resident of Selimpur in Kolkata has formally written to the authorities of Jadavpur University, expressing deep concern over the indiscriminate use of loudspeakers during university festivals, particularly after 10 pm. The complaint highlights significant disruptions to daily life, affecting vulnerable groups such as young children, elderly individuals, and those with pre-existing health conditions.
Noise Pollution and Health Impacts Cited in Letter
In the detailed letter, the resident emphasized that while some adjustment to noise is possible until 10 pm, the persistent loud noise beyond this hour severely impacts the community. "Loud noise after 10 pm at night disrupted our daily lives. Small kids, elderly people, and those who have health issues are severely affected by such indiscriminate use of loudspeakers till late night," the letter stated. This issue is reported to recur annually during the university's fest seasons, raising ongoing concerns about noise regulation compliance.
Legal and Administrative Concerns Over Student Union Activities
The complaint also raised a critical point regarding the organization of the fest under the banner of the Science Faculty Students' Union, which was hosting its annual event, Sanskriti, from March 25 to March 28. The resident referenced a high court judgment that prohibits any institute from holding programs under a students' union banner until fresh elections are conducted. Jadavpur University last held union elections in 2020, leading to questions about the legality of such union-led events in the current context.
University and Student Responses to the Complaint
Registrar Selim Box Mandal responded to inquiries by stating, "I did not see the letter. I will check it on Monday and comment. However, students should abide by the noise regulation rules." This indicates a pending review of the complaint, with an emphasis on adherence to existing noise control measures. Meanwhile, a student involved in the fest organization acknowledged the concerns, saying, "The fest is organized by the students. No union now has official office bearers. The university has a committee which grants permission and monitors the events. We admit that we should have been more responsible." This admission points to a recognition of the need for greater accountability in event management.
Broader Implications for University-Community Relations
This incident underscores the ongoing tension between university activities and community welfare in urban areas like Kolkata. It brings to light the importance of balancing academic and cultural events with local noise pollution regulations and health considerations. The complaint serves as a reminder for educational institutions to enforce strict guidelines on loudspeaker usage and ensure that all events comply with legal directives, particularly those related to student union operations. As authorities review the matter, it may prompt stricter oversight and improved communication between the university and its neighboring residents to prevent future disruptions.
