India Engages Gulf Partners to Restore Trade Amid West Asia Crisis

Commerce and Industry Minister Piyush Goyal on Friday conducted a series of high-level virtual discussions with key Gulf counterparts and officials, aiming to contain disruptions in energy supplies and restore trade flows at the earliest amid the ongoing West Asia crisis. These deliberations come as India's trade with West Asia has been severely disrupted due to the attack by the US and Israel on Iran, which has critically impacted the movement of ships in international waters, particularly to the Gulf region.

Dialogue with Kuwait: Focus on Food Security and Diplomacy

In his virtual interaction with Kuwaiti counterpart Osama Khaled Boodai, Minister Goyal conveyed that India is willing to extend assistance to address any supply chain issues, with a special emphasis on the food security of Kuwait. The Commerce Ministry stated that both ministers agreed that dialogue and diplomacy should be given primacy, and disruptions to energy supplies and trade flows should be restored at the earliest. This conversation highlighted the mutual commitment to stabilizing essential commodity exchanges during turbulent times.

Coordinated Efforts with UAE on Supply Chain Continuity

Goyal also held a virtual call with UAE Minister of Foreign Trade Thani bin Ahmed Al Zeyoudi, where they discussed comprehensive ways to restore supply chain continuity. Both sides noted the significant strain on regional supply chains and emphasized coordinated efforts to ensure smooth trade flows. During this exchange, Goyal appreciated the UAE's proactive logistics measures, including the opening of alternate routes and multimodal transport solutions. He simultaneously highlighted India's renewed steps to support exporters and ensure the continuity of essential supplies to the nation.

Bilateral Meeting with GCC Secretary General

Further strengthening regional ties, Goyal held a bilateral meeting with Jasem Mohamed Al Budaiwi, the Secretary General of the Gulf Cooperation Council (GCC). During this meeting, Goyal expressed hope that the ceasefire announced in the region would be enduring and pave the way for lasting peace and stability. The minister recalled the strong people-to-people ties between India and GCC countries, which form the core of economic and commercial relations with the region. Both sides emphasized the need for coordinated efforts to ensure smooth trade flows, reinforcing the strategic partnership.

Discussion with Bahrain on Predictable Trade Flows

With Bahrain’s Minister of Industry and Commerce Abdulla Bin Adel Fakhro, Goyal stressed the imperative need to ensure predictable trade flows through maritime and other modes in the region. This dialogue underscored the importance of reliable logistics and transportation networks to mitigate ongoing challenges.

Significance of Gulf Trade Relations

These deliberations are particularly significant as the Gulf Cooperation Council (GCC) members—comprising the UAE, Saudi Arabia, Oman, Bahrain, Qatar, and Kuwait—are key trading partners of India. The joint attack launched by the US and Israel on Iran had led to severe disruptions in the movement of ships in international waters, especially to West Asian nations. The conflict has posed substantial challenges for exporters shipping goods to the Gulf region, with which India had a bilateral trade of $178 billion in 2024-25. This figure includes $56.87 billion in exports and $121.67 billion in imports, highlighting the economic stakes involved.

Impacted Sectors and Economic Implications

The major sectors under stress due to these disruptions include:

  • Petroleum products
  • Chemicals and plastics
  • Engineering goods
  • Rice
  • Pharmaceuticals
  • Gems and jewellery

These sectors represent critical components of India's export economy, and their instability could have broader implications for trade balances and economic growth. The ongoing efforts by Minister Goyal and his counterparts aim to swiftly address these vulnerabilities and restore the robust trade relationships that have long characterized India-Gulf cooperation.
