BMC Finalizes Raymond as Partner for Worli Helipad Development
The Brihanmumbai Municipal Corporation (BMC) has officially selected Raymond as the private partner to develop and operate a new helipad at the Worli jetty in Mumbai. This significant infrastructure project will be executed under a public-private partnership (PPP) model, with Raymond taking on comprehensive responsibilities for construction, operations, and maintenance of the facility.
Jetty Redevelopment and Structural Modifications
Raymond will undertake the complete redevelopment of the existing Worli jetty, which was originally constructed as a temporary structure for coastal road works. The company will transform this jetty into a fully licensed helipad, implementing all necessary architectural modifications and safety upgrades. These changes must comply with stringent regulations set by the Directorate General of Civil Aviation (DGCA) to ensure safe helicopter operations.
The structural transformation involves converting the temporary jetty into a permanent facility, with additional ramp access and enhanced safety features. These modifications are essential to meet DGCA norms for helicopter landings and ongoing operations, creating a secure environment for all aviation activities at the site.
Operational Timeline and Management Responsibilities
The Worli helipad is projected to become operational within a two-year timeframe, pending the completion of all statutory approvals and regulatory clearances. Once construction and necessary modifications are finished, Raymond will assume full management and maintenance duties for the facility. This includes ensuring smooth day-to-day operations and adherence to all aviation safety standards.
Revenue Sharing Agreement and Financial Terms
Under the established PPP arrangement, Raymond has agreed to share 50% of all landing fee revenue with the BMC. Alternatively, the company will provide a minimum guaranteed payment of Rs 4 lakh per month, whichever amount proves to be higher. This revenue-sharing mechanism is designed to create a consistent income stream for the municipal corporation while incentivizing efficient operation of the helipad.
Strategic Importance and Replacement Function
The Worli helipad holds considerable strategic significance for Mumbai's transportation infrastructure. It is specifically planned to replace helicopter operations currently conducted at the Mahalaxmi Racecourse, which is undergoing its own redevelopment process. The new facility will serve multiple critical functions, including facilitating VIP landings and functioning as an essential hub for air ambulance services and emergency helicopter operations.
Integration with Coastal Road Projects
Municipal officials have emphasized that the helipad's location near the Worli jetty complements ongoing coastal road development projects in the area. The selected site provides ample space for helicopter landings and takeoffs, positioning it as a key emergency response and transportation facility within Mumbai's expanding urban corridor. This integration with broader infrastructure initiatives enhances the helipad's long-term utility and strategic value to the city.
