Property owners in Mangaluru are experiencing significant difficulties due to extended delays in the issuance of e-khata documents, primarily caused by persistent technical issues. Resident Concerns Raised During Official Phone-In Programme
The issue was prominently highlighted during a recent phone-in programme with Deputy Commissioner Darshan HV, who also serves as the administrator of the Mangaluru City Corporation (MCC). Bejai resident Gokuldas Hegde voiced the frustrations of many, explaining that the delays in e-khata document processing have placed several property owners in challenging situations, disrupting their plans and causing unnecessary stress.
Technical Transition Leads to Widespread Operational Challenges
In response to these concerns, MCC Commissioner Ravichandra Naik provided detailed insights into the root causes. He revealed that the civic body recently migrated from a custom-built National Informatics Centre (NIC) software to a new centralized platform introduced by the state government. This transition is managed under the department of municipal administration and the Karnataka Municipal Data Society (KMDS), with NIC offering technical support.
However, since December 11, the MCC has encountered serious operational and technical obstacles. Specifically, e-khata applications have not been generating properly within the system. Despite numerous submissions, none could be processed due to these system malfunctions, leading to a backlog and widespread inconvenience.

Commissioner Naik emphasized that this issue is not confined to Mangaluru alone; similar problems are being reported across Karnataka. All technical glitches have been formally flagged to both KMDS and NIC, with corrective measures actively underway. "We are hopeful that the problem will be resolved at the earliest," he assured, indicating a commitment to swift resolution.
