Prime Minister Narendra Modi is set to visit Assam's Dibrugarh district on December 21 to lay the foundation stone for a transformative industrial project, marking a significant push for the region's agricultural and economic future. The highlight of the visit will be the inauguration of a massive Rs 11,000-crore Ammonia-Urea fertiliser complex in Namrup.
Preparations in Full Swing for High-Profile Visit
Ahead of the Prime Minister's arrival, Assam's Industries and Commerce Minister, Bimal Borah, conducted a thorough inspection of the key sites on Friday. He reviewed the foundation ceremony venue, the public rally ground, and a newly constructed temporary helipad built specifically for the VVIP visit. Officials confirmed that the helipad has been completed and successfully tested, with a trial landing conducted in the minister's presence to ensure operational readiness.
"We are expecting approximately 1.24 lakh people for the PM’s public rally at Namrup," stated Minister Borah after his inspection. He added that all arrangements are being meticulously reviewed to ensure a smooth event, confirming that both the ceremony site and rally venue are prepared for the historic occasion.
A Landmark Project for Northeast India
The ambitious Ammonia-Urea complex is being developed by the Assam Valley Fertilizer Corporation Limited (AVFCCL) and represents a major collaborative venture. The Assam state government holds the largest equity stake of 40% in the project. It is backed by key public sector undertakings including National Fertilizers Limited, Oil India Limited, Hindustan Urvarak & Rasayan Limited, and Brahmaputra Valley Fertilizer Corporation Limited.
This facility is poised to revolutionise fertiliser availability in the entire northeastern region. With an annual production capacity of 12.7 lakh metric tonnes of urea, it is designed to meet the requirements of farmers across Assam and neighbouring states. Once operational, it will be the single largest urea-producing unit in Northeast India, drastically reducing the region's dependence on supplies from other parts of the country.
Broader Visit and Economic Impact
The Namrup visit is part of the Prime Minister's two-day programme in Assam. On December 20, Modi will inaugurate the new terminal building of the Lokapriya Gopinath Bordoloi International (LGBI) Airport in Guwahati before heading to Dibrugarh the following day for the foundation ceremony and the massive public rally.
Officials are working on multiple fronts—security, infrastructure, logistics, and crowd management—to accommodate the expected turnout of over one lakh attendees. The Rs 11,000-crore investment marks one of Assam's largest industrial projects in recent years and is expected to generate significant employment while strengthening the state's industrial base. Beyond ensuring adequate urea supply, the complex is anticipated to boost agricultural productivity and enhance food security across the northeast.
