Kerala's total railway budget allocation for 2026-27 stands at Rs 3,795 crore. A substantial portion of this amount is earmarked for the redevelopment and modernisation of railway stations across the state. However, this focus on station upgrades has sparked concerns among passengers and stakeholders who are advocating for more MEMU (Mainline Electric Multiple Unit) services and regular train operations to meet growing commuter needs.

Ongoing Projects and Completion Timeline

According to the budget documents, railway projects worth a total of Rs 18,041 crore are currently in progress within Kerala. At the current allocation rate, experts estimate that it will take several years for these projects to reach completion. This slow pace of development is particularly worrying as road infrastructure in the state is advancing more rapidly, offering alternative transportation options.

Passengers have noted that modern private and government omnibuses, equipped with contemporary amenities, are becoming increasingly attractive, potentially leading to a shift away from rail travel if railway improvements lag.

Specific Allocation for Station Modernisation

The budget allocates Rs 2,989 crore specifically for the modernisation of railway stations. This investment aims to upgrade facilities and improve passenger experience at various stations. Recent completions include modernisation work at six stations: Chirayinkeezh, Vadakara, Kuttippuram, Shoranur Junction (Phase 1), Changanassery, and Wadakkancherry.

Critical Projects Overlooked

Notably, the budget lacks mention of funding for the doubling of the crucial railway line from to Ernakulam via Alappuzha. This single-line section frequently causes train delays due to crossing holds, significantly impacting efficiency. The congestion on this route has also prevented the introduction of new Amrit Bharat trains, which are designed for faster and more reliable service.

Sources within the railway department indicate that while station redevelopment has received considerable attention, many crucial projects have not been granted substantial allocations. This is despite the fact that existing stations are generally well-maintained, raising questions about the prioritisation of funds.

Comparison with Neighbouring States

In contrast to Kerala's allocation, Tamil Nadu has received approximately double the amount, around Rs 7,000 crore, for the 2026-27 railway budget. This disparity is striking, especially considering that Tamil Nadu has already completed significant development on its main railway routes and achieved considerable speed enhancements for trains.
