Major Fire at Pachpadra Refinery Prompts Multi-Agency Investigation
A significant fire incident at the Pachpadra refinery in Balotra district, Rajasthan, has triggered a comprehensive investigation involving multiple security and forensic agencies. The blaze, which occurred in the core processing unit, has raised serious questions about safety protocols at the facility that was scheduled for inauguration by Prime Minister Narendra Modi on Tuesday.
High-Level Response to the Incident
Following the fire, a coordinated response team including officials from the National Investigation Agency (NIA), forensic experts, and state administration representatives led by Chief Minister Bhajan Lal Sharma arrived at the site to assess the extensive damage. The chief minister was accompanied by several cabinet ministers, the chief secretary, and other senior officials during the inspection.
A team from the Rajasthan Anti-Terrorism Squad (ATS) also participated in the preliminary assessment, highlighting the seriousness with which authorities are treating the incident. Sujata Sharma, Joint Secretary in the Petroleum Ministry, confirmed that the investigation team led by former MRPL Managing Director M Venkatesh has already reached Barmer to begin their technical assessment of the incident. "We will only be able to provide detailed information about the root causes and estimated repair timelines after the investigation team submits their comprehensive report," she stated.
Another official indicated that the team has been instructed to complete their investigation and submit findings "as soon as possible" given the significance of the facility and the timing of the incident relative to the planned inauguration ceremony.
Company Statement and Preliminary Findings
HPCL, which holds a 74% stake in the refinery with the Rajasthan government maintaining 26% ownership, issued an official statement regarding the incident. According to their preliminary assessment, the fire appears to have originated from a hydrocarbon leak through either a valve or flange in the heat exchanger circuit.
The company confirmed that the fire was successfully contained within the heat exchanger stacks located in the crude distillation unit section of the refinery. All other operational units were promptly isolated to prevent the spread of the blaze and minimize potential damage.
Regarding the financial and operational impact, HPCL stated that while a complete assessment is ongoing, the company does not expect the incident to have material consequences on overall operations. However, the investigation findings may influence this preliminary assessment as more detailed information becomes available.
