The Government on Friday issued a detailed clarification regarding the Great Nicobar Project, describing it as a strategic initiative aimed at strengthening India's presence in the Andaman Sea. The clarification, presented in an FAQ format, emphasized that the project seeks to balance port-led growth with calibrated environmental safeguards while prioritizing the protection of indigenous communities.
Strategic and National Importance
The government stated that the project is of strategic, defense, and national importance, undertaken after due diligence and careful consideration. It will substantially enhance India's maritime and defense capabilities, integrate the island with global trade and logistics networks, and establish a major international transshipment terminal. This move is expected to bolster India's footprint in the Andaman Sea and Southeast Asia.
Environmental Safeguards
Addressing concerns about ecological impacts, the government noted that potential effects have been comprehensively identified and assessed through a robust environmental impact assessment process. Measures are being implemented to manage these impacts effectively, ensuring that the project adheres to environmental norms.
Protection of Indigenous Communities
The clarification highlighted that all statutory procedures and policy safeguards have been complied with, including necessary consultations with competent authorities and domain experts. The project aligns with the Jarawa Policy of 2004 and the Shompen Policy of 2015. An Empowered Committee has ensured that the interests of Particularly Vulnerable Tribal Groups will not be adversely affected. Additionally, a no-objection certificate has been obtained from the Ministry of Tribal Affairs, with due adherence to the Forest Rights Act of 2006.
The government's response came after Leader of the Opposition in Lok Sabha Rahul Gandhi criticized the Rs 81,000 crore initiative on Wednesday, calling it a serious threat to the environment and indigenous communities. The FAQ aims to address such concerns and clarify the project's objectives and safeguards.
