Reliance Jio Achieves Highest Mobile Data Speeds in Delhi, TRAI Report Reveals

Reliance Jio has secured the top position for average mobile data download speeds in Delhi, according to the latest Independent Drive Test (IDT) report released by the Telecom Regulatory Authority of India (TRAI). This comprehensive assessment, conducted by TRAI's Regional Office in Delhi between December 15 and December 18, 2025, provides valuable insights into real-world network performance across the capital city.

Extensive Testing Methodology and Coverage

The drive test initiative covered an impressive 347.4 kilometres of city routes, encompassing 12 hotspot locations and 7.8 kilometres of walk tests. This thorough evaluation examined both voice and data services across 2G, 3G, 4G, and 5G networks, depending on technology availability. The testing was specifically designed to reflect actual user experience in diverse urban environments, including public transport hubs, institutional locations, and high-speed corridors.

Voice Service Performance Analysis

In terms of voice service performance, the report presents detailed metrics for major telecom providers. Reliance Jio Infocomm Limited (RJIL) achieved a Call Setup Success Rate (CSSR) of 98.36 percent in auto-selection mode across all network generations. Airtel recorded a perfect CSSR of 100 percent, while Vodafone Idea Limited (VIL) achieved 99.64 percent and MTNL recorded 95.23 percent.

Regarding Call Setup Time, RJIL demonstrated impressive performance with an average of 0.59 seconds. Airtel recorded 0.76 seconds, VIL achieved 0.58 seconds, and MTNL recorded 3.27 seconds. For Drop Call Rate, RJIL recorded 0.36 percent, Airtel recorded 0.12 percent, VIL recorded 0 percent, and MTNL recorded 6.60 percent.

The Mean Opinion Score (MOS), which measures voice quality on a scale where higher is better, was recorded at 4.44 for both RJIL and VIL. Airtel scored 3.98, while MTNL received 2.75.

Data Performance Across Networks

In the crucial area of data services, RJIL recorded an outstanding average download speed of 265.51 Mbps across 5G and 4G networks in Delhi. Airtel, by comparison, recorded an average download speed of 168.92 Mbps, while VIL recorded 34.35 Mbps. MTNL, operating primarily on 3G technology, recorded an average download speed of 4.40 Mbps.

For upload speeds, RJIL recorded 22.33 Mbps, compared to 25.54 Mbps for Airtel, 22.96 Mbps for VIL, and 1.19 Mbps for MTNL. Network latency at the 50th percentile was measured at 20.16 milliseconds for RJIL, 21.09 milliseconds for Airtel, 20.19 milliseconds for VIL, and 22.06 milliseconds for MTNL.

Key Locations Covered in the Survey

TRAI's assessment covered numerous high-density areas across Delhi, including:

  • Hauz Khas
  • Greater Kailash
  • Lajpat Nagar
  • Khan Market
  • Paharganj
  • Punjabi Bagh

Key public locations tested included:

  • India Gate
  • New Delhi Railway Station
  • Jama Masjid
  • Rashtrapati Bhawan
  • ISBT Kashmere Gate

Walk tests were specifically conducted in Connaught Place and Chandni Chowk to capture network performance in crowded pedestrian areas where foot traffic is typically high.

Regulatory Implications and Report Availability

TRAI has confirmed that the findings from this comprehensive assessment have been shared with all telecom service providers operating in the Delhi region. The full report, containing detailed methodology, complete results, and technical analysis, is available on the regulator's official website for public access and review.
