What is the CEIR Portal?

The Department of Telecommunications (DoT) operates the Central Equipment Identity Register (CEIR), a centralized system designed to help citizens combat mobile phone theft. This portal functions as a critical database that uses a phone's unique IMEI (International Mobile Equipment Identity) number to track and block devices reported as stolen or lost.

Each SIM slot in a mobile handset has a distinct IMEI identifier. When you report your device through the CEIR portal, it gets blacklisted on every telecom network in the country. This action renders the phone useless for making calls or accessing mobile data, even if the thief inserts a new SIM card.

Essential Items Needed Before You Register a Complaint

To successfully file a report on the CEIR website, you must gather three key pieces of information beforehand. First, you need to have filed a First Information Report (FIR) at your local police station regarding the loss or theft and keep a copy—digital or physical—ready for upload. Second, locate your phone's 15-digit IMEI number, which is usually printed on the device's original retail box or can be found on the purchase invoice. Third, ensure that the mobile number linked to the lost handset has been reissued or is active for receiving a one-time password (OTP) during the verification process.

Step-by-Step Guide to Block Your Phone on CEIR

Follow these detailed steps to block your stolen or lost mobile device through the official CEIR portal:

  1. Visit the official CEIR portal website.
  2. Click on the prominent red button or tab labeled "Block Stolen/Lost Mobile."
  3. Accurately fill out the registration form with details including the mobile number linked to the lost SIM, the device's IMEI number, and the phone's brand and approximate market price.
  4. In the "Lost Information" section, provide the location where the incident occurred and upload the FIR details along with a copy of the report.
  5. Enter your personal details such as full name, address, and email ID.
  6. Complete the CAPTCHA verification to prove you are not a robot.
  7. Click on "Get OTP" and enter the one-time password sent to your linked mobile number to verify your identity.
  8. Finally, submit the request.

Upon successful submission, you will receive a confirmation message containing a unique reference ID. It is crucial to save this ID for checking the status of your request or for unblocking the phone if it is later recovered.

To track the status of your complaint, simply click the "Check Request Status" tab on the portal and enter your Request ID or Complaint Number along with the CAPTCHA code.

It is important to understand that while the CEIR portal effectively blocks the device from all networks in India, it does not have a feature to physically locate or track the phone's real-time whereabouts. That investigative task remains with the law enforcement agencies who can use the blacklisted IMEI to aid their search.
