Himachal Pradesh is confronting a dramatic escalation in cybercrime, with residents suffering financial losses totaling a staggering Rs 132 crore in the year 2025 alone. Out of this massive sum, authorities have managed to freeze Rs 29 crore, highlighting the scale and complexity of the digital threats facing the state.

Exponential Rise in Cybercrime Complaints

The state has witnessed a sharp increase in reported cybercrime incidents over recent years. In 2023, there were 8,077 complaints, which surged to 12,249 in 2024, and further skyrocketed to 18,706 complaints in 2025. This trend underscores the growing prevalence and sophistication of online fraud operations targeting individuals across Himachal Pradesh.

Sophisticated Scam Tactics and Global Crime Networks

Scammers are employing a wide array of deceptive methods to exploit victims, including:

According to ASP Narveer Singh Rathour, "Cybercrime has evolved into a highly organised global industry, often referred to as 'Crime-as-a-Service.'" In this model, criminals rent hacking tools, purchase stolen data, and operate professional fraud schemes. Additionally, sensitive data such as phone numbers, banking details, and identity documents are traded on illegal online markets, exacerbating the risk for individuals.

Artificial Intelligence Amplifies Fraud Risks

The integration of artificial intelligence has introduced a new and dangerous dimension to cybercrime. Fraudsters now utilize AI to generate fake voices, clone faces, and craft highly convincing messages that appear genuine. "This technological advancement makes scams harder to detect and significantly more perilous," noted ASP Rathour, emphasizing the enhanced threat posed by AI-driven deception.

Law Enforcement Response and Prevention Efforts

In response to this crisis, the Himachal Pradesh police have established dedicated Cyber Crime police stations and cyber cells to ensure prompt registration and resolution of cases. Key initiatives include:

  1. Promoting the national cybercrime helpline number 1930 to facilitate reporting and assistance.
  2. Organizing awareness campaigns in schools, colleges, and rural areas to educate the public about online safety.
