PM Modi Introduces MANAV Vision: A Human-First Framework for Artificial Intelligence

Prime Minister Narendra Modi on Thursday launched India's groundbreaking "MANAV Vision for AI," a comprehensive human-centric blueprint for the development and governance of artificial intelligence. The announcement was made during his keynote address at the India AI Impact Summit 2026 held in New Delhi.

"Today at the New Delhi AI Impact Summit, I present the MANAV Vision for AI. MANAV means human," Prime Minister Modi declared, outlining the five foundational pillars of this visionary framework.

The Five Pillars of MANAV Vision

M - Moral and Ethical Systems: Artificial intelligence must be grounded in strong ethical guidance and moral principles from its inception.

A - Accountable Governance: This requires transparent regulatory frameworks and robust oversight mechanisms to ensure responsible AI deployment.

N - National Sovereignty: Emphasizing data rights, this principle asserts that "whose data, his right," protecting national interests in the digital age.

A - Accessible and Inclusive: AI should function as a multiplier of opportunities rather than creating monopolies, ensuring benefits reach all segments of society.

V - Valid and Legitimate: All AI systems must operate within legal boundaries and be subject to verification processes to ensure their legitimacy.

The Prime Minister emphasized that this vision would serve as "an important link for the welfare of humanity in the AI-based world of the 21st century," positioning India as a global leader in ethical AI development.

Call for Global Cooperation and Standards

Prime Minister Modi made a compelling case for international collaboration, stating, "Let us pledge to develop AI as a global common good. A crucial need today is to establish global standards."

He highlighted specific challenges facing the digital ecosystem, noting that "deepfakes and fabricated content are destabilising the open society" and undermining public trust in information systems.

The Prime Minister proposed concrete solutions to these challenges, arguing that "trust must be built into technology from the outset." He elaborated: "In the digital world, content should also have authenticity labels so people know what's real and what's created with AI. As AI creates more text, images, and video, the industry increasingly needs watermarking and clear-source standards."

Protecting Human Dignity in the AI Era

In one of his most significant warnings, Prime Minister Modi cautioned against reducing individuals to mere data points in AI systems. "For AI, humans are just data points. To ensure that humans are not reduced to mere raw material, AI must be democratized," he asserted.

He emphasized that artificial intelligence "must be made a medium for inclusion and empowerment, especially in the Global South," ensuring that developing nations benefit equally from technological advancements.

Using a powerful metaphor to illustrate his vision, Prime Minister Modi explained: "We must give AI an open sky and also keep the command in our hands, like GPS. GPS shows us the way, but the final call on which direction we should go is ours."

AI as Transformative Power with Human Direction

The Prime Minister described artificial intelligence as "a transformative power" with dual potential, noting: "If directionless, it becomes a disruption; if the right direction is found, it becomes a solution."

He clarified the fundamental objective of both the MANAV Vision and the Global AI Impact Summit: "How to make AI from machine-centric to human-centric... this is the basic objective. Welfare of all, the happiness of all. This is our benchmark."

The MANAV Vision represents India's comprehensive approach to balancing technological innovation with human values, ethical considerations, and global cooperation in the rapidly evolving field of artificial intelligence.
