Uttar Pradesh Chief Minister Yogi Adityanath issued a series of strict directives to state officials on Friday, emphasising a merit-based approach to resolving all pending revenue-related cases. The instructions were delivered during a high-level review meeting focused on the functioning of the state's Revenue Department.
Key Directives for Revenue Department Reforms
The Chief Minister commanded that all cases concerning land measurement, mutation, inheritance, and population records must be settled strictly on the basis of their individual merits. He mandated fixing accountability for delays and ensuring disposal within a prescribed time limit. To modernise the system, CM Adityanath stressed the need for greater transparency in the land consolidation process and accelerated implementation of advanced map-based and rover-based land measurement systems across all districts.
In a significant move towards automation, he directed the development of a system for the automatic disposal of routine mutation and inheritance cases. This, he stated, would guarantee timely and hassle-free justice for the common citizen. To build capacity for the new technological push, he suggested leveraging the expertise of local engineering colleges, polytechnics, and ITIs to provide training in operating rover devices for land surveys.
Push for Digital Transformation and Public Service
A major focus of the review was the digitisation of land records. CM Adityanath ordered officials to expedite this process and complete it at the earliest. This digital shift aims to strengthen departmental monitoring mechanisms and provide direct benefits to the public. He also called for simplifying and bringing transparency to procedures for changing land use under Section 80 of the state's revenue code.
For better grievance redressal, the Chief Minister proposed establishing a call center-like system at the Revenue Council level. He gave clear instructions that all pending cases related to farmer registry, land measurement, and khasra verification must be resolved mandatorily within set deadlines. Furthermore, he instructed that government services like the issuance of income, caste, and residence certificates be made more efficient, transparent, and time-bound.
At the grassroots level, CM Adityanath directed lekhpals (revenue officials) to set up their offices within panchayat secretariats to address public grievances locally. He also emphasised the construction of integrated multi-storey office complexes at the district level to house the District Magistrate and all district offices under one roof, improving administrative efficiency.
Welfare Measures Amid Cold Wave
Shifting focus to immediate public welfare, the Chief Minister, in view of the prevailing cold wave conditions, directed officials to ensure proper management of night shelters. He ordered arrangements for bonfires at public places and expedited the distribution of blankets to those in need.
In a separate directive concerning public monuments, CM Adityanath instructed officials to coordinate with the Social Welfare Department to construct boundary walls around statues and memorials of Dr. B.R. Ambedkar installed in gram panchayats, thereby ensuring their safety and security.
