West Bengal Government Unveils Phased DA Arrears Disbursement Plan for State Employees
In a significant development for government staff, the West Bengal finance department has issued a notification outlining a multi-phase plan to pay dearness allowance (DA) arrears to state employees. The announcement was made by Chief Minister Mamata Banerjee on Sunday, bringing clarity to a long-pending financial obligation.
Comprehensive Arrears Coverage from 2008 to 2019
The arrears cover an extensive period from April 2008 to December 2019, addressing accumulated dues that have been a point of contention. The government has structured the payout in distinct phases to manage the financial implications systematically.
First Phase Details and Disbursement Timeline
The initial phase will focus on arrears for the period from January 2016 to December 2019. These amounts will be calculated based on the All-India Consumer Price Index, ensuring alignment with national economic indicators.
The disbursement will occur in two instalments:
- The first instalment is scheduled for March 2026
- The second instalment will follow in September 2026
Oversight and Future Phases
The entire payout process remains subject to the final determination of total dues by a monitoring committee headed by Justice Indu Malhotra. This committee will verify calculations and ensure accuracy before funds are released.
For the earlier period from April 2008 to December 2015, the modalities and disbursement schedule will be notified separately at a later date. This phased approach allows the government to address the substantial financial commitment in manageable segments.
Payment Methods by Employee Category
The notification specifies different payment mechanisms based on employee classification:
- Groups A, B, and C employees will have their arrears credited directly to their General Provident Fund (GPF) accounts
- Group D employees will receive cash payments through direct bank transfers
This structured approach ensures that all categories of state government employees receive their due arrears through appropriate channels tailored to their employment status.
The announcement brings resolution to a longstanding financial issue affecting thousands of West Bengal government employees, providing them with certainty about when they can expect these overdue payments.
