UP Congress president Ajay Rai presented a dual-pronged criticism, alleging both political intimidation and administrative failure. Rai claimed the Bharatiya Janata Party government is actively suppressing democratic rights while simultaneously neglecting its financial obligations to rural workers. The Congress leader specifically pointed to the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) program, where substantial wage payments remain outstanding.
"The BJP government appears rattled by the growing support for the Congress party across Uttar Pradesh," stated Rai during his address. "This nervousness manifests in attempts to curb democratic expression while ignoring basic responsibilities toward the state's workforce."

The financial dimension of the Congress complaint centers on approximately Rs 1,600 crore in pending wages owed to MGNREGA workers across Uttar Pradesh. These are not minor administrative delays but represent significant sums that affect household economies throughout rural areas.
Rai issued a clear ultimatum to state authorities: "We demand immediate payment of these long-pending wages. If the government fails to address this legitimate grievance, the Congress party will initiate a statewide agitation to ensure justice for these workers." Incident at Lucknow Airport Highlights Rights Concerns
Adding a personal dimension to the broader allegations, AICC Scheduled Caste cell chairman RP Gautam reported what he described as unconstitutional interference with his movements. According to Gautam, police personnel stopped him at Lucknow airport while he was en route to Gorakhpur to attend a Dalit Samman Samaroh event in Chauri Chaura.
"This action represents a clear violation of constitutional rights," Gautam asserted. "The rally had received all necessary permissions through proper channels. Preventing my participation under these circumstances suggests a pattern of suppressing legitimate political and social activities."
