In a stern warning to unscrupulous elements, Uttar Pradesh Chief Minister Yogi Adityanath declared on Tuesday that individuals involved in the sale of adulterated or counterfeit fertilisers, or those engaged in their black marketing, will face charges under the stringent National Security Act (NSA).
Strict Directives to Ensure Smooth Supply
Chairing a high-level review meeting in Lucknow, the Chief Minister issued strict instructions to ensure the adequate availability and seamless distribution of crucial farm inputs across the state. He emphasised that accountability will be fixed if farmers encounter any problems related to fertilisers, and action will be taken against the guilty, irrespective of their position or stature.
The Chief Minister has tasked Cooperative Minister JPS Rathore and Agriculture Minister Surya Pratap Shahi with conducting a daily review of fertiliser availability and distribution. He further stated that his own office will maintain direct surveillance over activities in every district, and no irregularity in the fertiliser supply chain will be tolerated.
Surprise Inspections and Fixed Prices Mandated
Yogi Adityanath directed District Magistrates, Additional District Magistrates, and Sub-Divisional Magistrates to personally conduct surprise inspections of fertiliser shops and cooperative societies. He laid down clear guidelines:
- Overcharging for fertilisers must not occur under any circumstances.
- Fertiliser societies must remain open as per prescribed government timings.
- Essential fertilisers like DAP, urea, and potash must be sold to farmers only at the fixed government rates.
"Wherever irregularities are found, accountability should be fixed immediately," the CM instructed.
Vigilance and Monitoring of Field Officers
The Chief Minister also warned of strict consequences for collusion or negligence among officials. He announced that the activities of officers deployed in the field will be continuously monitored. "If any collusion or negligence is found at any level, an open vigilance inquiry will be conducted," he asserted, leaving no room for complacency.
State's Current Fertiliser Stock Position
During the meeting, officials presented a detailed account of the fertiliser stock available in Uttar Pradesh as of December 16, 2025. The total availability for farmers is substantial:
- Urea: 9.57 lakh metric tonnes
- DAP: 3.77 lakh metric tonnes
- NPK fertilisers: 3.67 lakh metric tonnes
A sector-wise breakdown reveals that of the total urea, 3.79 lakh metric tonnes are available in the cooperative sector and 5.78 lakh metric tonnes in the private sector. For DAP, 1.47 lakh metric tonnes are in the cooperative sector and 2.30 lakh metric tonnes in the private sector. The NPK stock is distributed as 0.88 lakh metric tonnes (cooperative) and 2.79 lakh metric tonnes (private).
Officials also informed the CM that the sowing of Rabi crops is nearly complete, and urea is currently being distributed for the top dressing of the wheat crop. Urea sales during this period have been higher compared to the same time last year, with an average daily distribution of 54,249 metric tonnes currently underway.
Concluding the review, Chief Minister Yogi Adityanath instructed officials to ensure that no farmer is left wandering in search of fertilisers despite adequate availability, stating that this remains the government's top priority for the agricultural sector.
