District Commissioner Swaroopa TK has issued strict directives to the implementing agency of the under-construction Parashurama Theme Park in Bailoor, Udupi. The Commissioner has clarified that the Udupi Nirmithi Kendra holds complete responsibility for the site's maintenance, security, and upkeep until the project is formally handed over to the authorities upon completion.
Key Directives for Park Maintenance and Security
During a review, DC Swaroopa TK outlined a series of immediate actions required from the Nirmithi Kendra. The primary focus is on ensuring cleanliness and round-the-clock security within the park premises. Officials have been instructed to launch prompt cleanliness drives in and around the site to maintain hygiene and order.
To bolster security, the DC has ordered the installation of CCTV cameras and the deployment of security guards on a 24/7 basis. Furthermore, access to the park will be heavily restricted. Only authorised personnel will be allowed entry, and any case of unauthorised access will lead to the registration of a First Information Report (FIR) or legal action under the newly enacted Bharatiya Nagarik Suraksha Sanhita (BNSS) Act, 2023.
Safeguarding Assets and Ensuring Compliance
The implementing agency has also been tasked with the crucial duty of protecting all assets on site. This includes safeguarding valuable electronic equipment, construction materials, and other properties, ensuring they are kept in optimal condition until the project's completion.
To guarantee adherence to these orders, the DC's office has mandated a strict compliance mechanism. Officials from the Udupi Nirmithi Kendra must personally visit the site every week to supervise the maintenance work. They are required to submit a detailed report to the DC's office, supported by GPS-enabled photographs as proof of their inspection and the site's condition.
Accountability Until Project Handover
The clear message from the district administration is that the implementing agency cannot abdicate its duties while construction is ongoing. The Udupi Nirmithi Kendra remains accountable for the overall management of the Parashurama Theme Park, preventing any negligence that could lead to damage, theft, or deterioration of the site's assets. This proactive stance aims to ensure that the public project is protected and maintained diligently throughout its development phase.
