Chief Minister M K Stalin inaugurated eight completed Aavin dairy projects on Tuesday. The projects carry a total value of ₹80.62 crore. He also handed over appointment orders to fifty transpersons for induction into the Tamil Nadu Home Guards. Furthermore, the Chief Minister presented the job appointment order to the 3,00,000th beneficiary selected through the state's mega private-sector employment programme.

Historic Induction of Transpersons into Home Guards

At a function held at the Secretariat, the CM formally issued appointment orders to seven transpersons as a symbolic gesture. This action marked the induction of all fifty transpersons who were selected and trained for the Tamil Nadu Home Guards.

The induction follows a specific announcement made in the 2025-26 State Budget. The government stated it would promote dignity, awareness, and equal employment opportunities for transpersons. Their induction into the Home Guards serves as a pilot initiative.

As part of this first phase, authorities selected, trained, and appointed fifty transpersons. The Director General of Police and the Home Guards commandant provided the necessary recommendations for these appointments.

Postings Across Key Districts

The fifty new Home Guard members received postings across several districts. Five will serve in Chennai. Fifteen are posted in Tambaram. Ten will work in Avadi. Seven each are assigned to Madurai and Coimbatore. Six transpersons received postings in Tiruchi.

Their duties will involve assisting the police force. They will help with traffic management and crowd control during festivals. They will also perform other public order-related duties as required.

Landmark Achievement in Private Sector Employment

On the employment front, Stalin personally handed over the appointment order to the 3,00,000th candidate. This candidate was selected through the mega private-sector job fairs conducted by the Labour Welfare and Skill Development Department. The Chief Minister also issued appointment orders to ten more beneficiaries during the event.

The department has conducted an impressive 2,437 private-sector job fairs across Tamil Nadu since 2021 until January 2026. These fairs saw participation from 74,856 employers and 15.62 lakh job seekers.

So far, a total of 2,99,999 persons have received appointment orders through these initiatives. This number includes 5,099 persons with disabilities. The government also conducts smaller job fairs every month at district employment and career guidance centres. Mega job fairs are held twice a year on a regular basis.

Major Boost for Dairy Infrastructure

Shifting focus to infrastructure, Stalin inaugurated eight Aavin projects. The Animal Husbandry Department implemented these projects at a total cost of ₹80.62 crore.

The projects include a new cattle feed manufacturing plant. They also feature silage fodder block units. An ice cream and fermented milk products plant is part of the new facilities. Additionally, the government established five new microbiology laboratories.

Key Project Details

Among the major projects is a cattle feed manufacturing plant. It has a daily capacity of 300 metric tonnes. Authorities set up this plant at Pudukkudi in Thanjavur district. The project cost ₹50 crore under the NABARD Rural Infrastructure Development Fund. The plant aims to meet the growing demand for quality cattle feed. It also seeks to boost overall milk production in the state.

To ensure year-round availability of green fodder, especially during challenging summer and drought periods, the government established a silage fodder block manufacturing unit. This unit has a daily capacity of 25 metric tonnes. It is located at Sathyamangalam in Erode district. The project cost ₹6.72 crore under the Special Area Development Programme.

To expand Aavin's product portfolio and meet rising consumer demand, the state set up an ice cream manufacturing unit. This unit can produce 6,000 litres per day. A fermented milk products plant with a capacity of 10,000 litres per day was also established. Both facilities are located at the Tiruchi district cooperative milk producers' union. Their combined cost is ₹21.57 crore.

In a significant move for quality control, microbiology laboratories were established at cooperative milk unions in five districts. These districts are Tiruvannamalai, Cuddalore, Karur, Dharmapuri, and Coimbatore. The total cost for these five laboratories is ₹2.33 crore. They will ensure rigorous quality control of milk and all milk products.

Aavin's Operational Structure and Performance

Aavin operates on a three-tier cooperative structure. At the village level, there are 9,096 primary milk producers' cooperative societies. Above them are 27 district unions. The state-level federation oversees the entire operation.

Currently, the cooperative procures an average of 37.44 lakh litres of milk every day. This milk comes from 3.56 lakh producers. Aavin sells approximately 31 lakh litres daily across Tamil Nadu. The state now ranks fourth in the country for milk procurement under the cooperative sector.
