Telangana Assembly Approves Historic Advocates Protection Bill 2026

The Telangana state assembly has taken a significant step toward safeguarding the legal community by passing the Telangana Advocates Protection Bill, 2026 on Monday. This comprehensive legislation focuses on enhancing the safety, welfare, and professional security of lawyers across the state.

Key Provisions for Advocate Welfare

The Bill introduces several critical measures to support advocates. It mandates insurance coverage and health cards for eligible lawyers, aiming to reduce financial vulnerability within the profession. Additionally, it emphasizes inclusive representation in legal appointments, such as public prosecutors and standing counsels, with a specific focus on Backward Classes (BCs), Scheduled Castes (SCs), Scheduled Tribes (STs), and minorities.

Infrastructure and Social Justice Initiatives

Under the Nyaya Nirman initiative, the Bill proposes infrastructure support, including dedicated Bar Association facilities. Special attention is given to women advocates, with plans to establish exclusive halls for their use. Legislative Affairs Minister D Sridhar Babu highlighted the government's commitment, stating, "Our govt is sincerely committed to the welfare and protection of advocates, and we are taking concrete steps to ensure their safety and dignity."

Inclusive Representation in Legal Appointments

Minister Sridhar Babu provided detailed statistics to underscore the government's inclusive approach. In Telangana, out of 414 public prosecutors, 126 are from BC communities, 59 from SCs, and 25 from STs. Among assistant public prosecutors, the breakdown includes 24 from OC communities, 37 from BCs, 16 from SCs, 3 from STs, and 1 from a minority community. "These numbers clearly reflect our govt's inclusive approach," he asserted.

Political Context and Historical Background

During the assembly debate, Sridhar Babu contrasted the state's efforts with the central government's record on social justice, urging BJP members to advocate for similar representation at the national level. He also recalled the murder of advocate Gattu Vaman Rao and his spouse during the previous BRS government, an incident that shocked society and spurred demands for a dedicated protection law. "Our govt is committed to safeguarding the dignity and security of advocates and has brought this Bill," he emphasized.

Additional Legislation for Gig Workers

In a related development, the assembly also passed the Telangana Platform-Based Gig Workers (Registration, Social Security and Welfare) Bill, 2026. Labour Minister G Vivek explained that this Bill aims to bring app-based delivery, mobility, and service workers under a structured welfare and social security framework. It mandates the creation of a dedicated board to register workers and oversee benefits, marking a progressive move for the gig economy.

This legislative session underscores Telangana's proactive approach to enhancing social security and professional welfare across diverse sectors, setting a precedent for other states to follow.
