Telangana Government Initiates Search for New Chief Secretary as K Ramakrishna Rao Set to Retire

The Telangana government has officially commenced the process of identifying a new Chief Secretary, with the current officeholder, K Ramakrishna Rao, scheduled to retire on March 31. Chief Minister Revanth Reddy is anticipated to make a final decision by the end of this month, after which the proposal will be forwarded to the Central government for formal approval.

Selection Criteria and Administrative Concerns

Although there are ten special Chief Secretary-rank officers available within the state administration, the government is likely to narrow down the list to three or four candidates. The primary focus is on selecting an officer who can excel in both administrative duties and resource mobilization, crucial for implementing government schemes effectively.

Sources within the Chief Minister's Office have indicated that CM Revanth Reddy has expressed dissatisfaction with the performance of certain IAS officers, including some district collectors. These officers have reportedly failed to meet government expectations and have not efficiently executed various state schemes. The Chief Minister has commented on administrative failures even at the secretary level, emphasizing the need for a tough and competent officer to improve governance and public perception.

Frontrunners for the Chief Secretary Position

Among the potential candidates, three officers are emerging as frontrunners for the prestigious post. Two 1992-batch officers, Jayesh Ranjan and Vikas Raj, both serving as Special Chief Secretaries, are under strong consideration. Jayesh Ranjan, who oversees municipal administration, has worked closely with the CMO on critical issues such as industries, investments, and special projects, even after Revanth Reddy assumed office. Vikas Raj, currently with the Transport, Roads and Buildings Department, is also a contender due to his experience and administrative capabilities.

Shashank Goel, a 1990-batch Special Chief Secretary, is the most senior IAS officer currently serving in the Telangana government. Despite his seniority, he was not previously considered for the Chief Secretary role before the appointments of Santhi Kumari and K Ramakrishna Rao. With his retirement scheduled for September this year, Goel may be reconsidered given his extensive experience, though he is currently stationed in Delhi.

Other Candidates and Considerations

Arvind Kumar, a 1991-batch Special Chief Secretary and batchmate of the current CS, is set to retire in October. However, his chances are considered slim due to allegations in the Formula E race case. Sanjay Jaju, another 1992-batch officer, has been on central deputation for several years and is currently working with the Information and Broadcasting minister, making his return to the state unlikely.

Other Special Chief Secretaries include:

  • Sabyasachi Ghosh (1994 batch)
  • Sanjay Kumar and Benhur Mahesh Dutt Ekka (both 1995 batch)
  • Navin Mittal and Dana Kishore (both 1996 batch)

Notably, Navin Mittal has seven years of service remaining, while Arvind Kumar and Dana Kishore are retiring this year.

Future Role for K Ramakrishna Rao and Potential Challenges

Following his retirement, K Ramakrishna Rao, who received a seven-month extension last August, is unlikely to get any further extensions. However, the government plans to utilize his services as an adviser, particularly for mobilizing funds for welfare schemes and managing state finances. This move, while beneficial for his expertise, could potentially lead to friction with the finance department, as noted by government sources.

The selection process underscores the government's commitment to enhancing administrative efficiency and addressing public concerns, with a clear emphasis on leadership that can drive both governance and economic initiatives forward.
