Ranchi Municipal Corporation Launches Major Crackdown on Illegal Commercial Activities in Residential Colonies

The Ranchi Municipal Corporation (RMC) has launched a comprehensive city-wide enforcement drive targeting commercial establishments operating illegally from residential properties within Jharkhand State Housing Board (JSHB) colonies. This significant action involves systematic door-to-door surveys and the cancellation of trade licences for businesses found violating residential land use norms.

Enforcement Teams Deployed Across Key Residential Areas

Eight specialized enforcement teams have been deployed to conduct thorough surveys in areas including Harmu and Bariatu housing colonies, along with Argora, where widespread illegal commercialisation has been reported despite clear residential land allotment regulations. The enforcement drive commenced this week and will continue in multiple phases to ensure comprehensive coverage.

Deputy Municipal Commissioner Gautam Prasad Sahu provided detailed insights into the ongoing operation, stating, "Our enforcement teams have been actively working in the field since Monday. We are systematically cancelling trade licences in Harmu and Bariatu housing colonies following official communication from the housing board. On the first day of operations, we served notices to 49 establishments, followed by approximately 20-25 additional notices issued on Tuesday."

Official Statements Highlight Residential Land Use Violations

JSHB Secretary Binay Lakra emphasized the fundamental land use regulations being violated, explaining, "All these properties were specifically allotted and acquired exclusively for residential purposes. They were never intended to function as commercial entities, which is why business establishments cannot be permitted under any circumstances. We have formally requested the Ranchi Municipal Corporation to cancel all such trade licences that violate these residential zoning regulations."

Rajesh Kumar, Executive Engineer of JSHB's Ranchi division, provided detailed statistics about the affected colonies, noting, "The housing board regulates three primary colonies: Harmu, Bariatu, and Argora. Harmu contains over 1,000 properties including flats, plots, and single-storey units. Bariatu has approximately 500 properties, while Argora has nearly 200. These properties were originally allotted under various housing schemes including Janta flats (G+3 units) and housing for higher income groups."

Widespread Commercial Activities Discovered in Residential Zones

Despite these clear residential designations, officials have discovered numerous properties hosting commercial activities. In Harmu, particularly near Sahjanand Chowk and along the road toward Argora, multiple residences have been illegally converted into playschools, clinics, diagnostic centers, and market complexes. Officials revealed that even a property linked to a prominent cricketer, currently operating as a diagnostic center, has previously been served notices without receiving any response.

Similar patterns of illegal commercialisation have been observed in Bariatu, where pharmacies and private clinics have proliferated within residential pockets, further exacerbating the violation of land use regulations.

Concerns About Civic Planning and Infrastructure

JSHB Chairman Sanjay Lal Paswan expressed serious concerns about the broader implications of these violations, stating, "Residential colonies cannot be permitted to transform into commercial hubs in direct violation of established norms. This unauthorized commercialisation significantly disturbs civic planning and places undue strain on infrastructure designed for residential purposes only."

The enforcement action has been initiated based on directions linked to Supreme Court norms regarding proper land use, underscoring the legal foundation of this comprehensive crackdown. The Ranchi Municipal Corporation's systematic approach aims to restore proper residential zoning and ensure compliance with established urban planning regulations across these housing board colonies.
