Jaipur: The Rajasthan Legislative Assembly witnessed a significant and heated confrontation on Friday during the Question Hour session, as ruling and Opposition members engaged in a sharp exchange over the contentious issue of 'digital' versus 'modern' libraries within the state. The debate quickly escalated into a noisy argument, highlighting deep divisions on educational infrastructure.
Question on Libraries Sparks Initial Discussion
The discussion was initiated when MLA Rajendra Gurjar posed a specific question regarding the establishment of so-called 'modern' libraries in schools located within the Deoli-Uniara assembly constituency. In his response, Education Minister Madan Dilawar informed the House that several digital libraries had already been successfully set up across the district, indicating progress in digital educational resources.
Seeking further clarification and pressing for inclusivity, Gurjar then inquired about the timeline for establishing digital libraries specifically designed for differently-abled students and those from economically weaker sections of society. Minister Dilawar provided detailed figures, stating that a total of 13 digital libraries were currently operational in the Tonk district, with four of these facilities situated within Gurjar's own constituency.
Debate Intensifies Over Definition of 'Modern Library'
The issue took a decidedly contentious and controversial turn when Deputy Leader of the Opposition, Ramkesh Meena, intervened directly. Meena pointedly asked the education minister to provide a clear and precise definition of what exactly constitutes a "modern library" within the state's educational framework and policy.
In his reply, Minister Dilawar stated unequivocally that there were currently no 'modern libraries' existing within the state system at present. He further argued that, consequently, the question of defining or actively promoting such libraries simply did not arise, a statement that immediately drew sharp and vocal criticism from the opposition benches.
Opposition Accusations and Minister's Retort
Ramkesh Meena launched a strong verbal attack, taunting the minister and suggesting he should consider resigning from his ministerial post due to what he described as a glaring lack of knowledge on the subject matter. Meena further alleged that such apparent ignorance was actively harming and undermining the state's broader education system and its development.
Reacting strongly and defensively to this criticism, Education Minister Madan Dilawar hit back forcefully. He advised the opposition to read the original question properly and thoroughly before raising any objections. "You should read something beforehand; this is specifically about digital libraries, not modern libraries," he asserted, attempting to reframe the debate's focus.
House Descends Into Noisy Debate and Speaker's Intervention
The sharp and personal exchange between the two prominent leaders triggered a prolonged and noisy debate within the House. Members from both the ruling party and the opposition sides passionately joined the argument, leading to significant disruption. The Speaker, Vasudev Devnani, was eventually compelled to intervene firmly to restore order and decorum, allowing the parliamentary proceedings to continue.
Additional Clash Over Social Security Pension Figures
Later in the session, the contentious atmosphere persisted as Ramkesh Meena also questioned the reply provided by Social Justice Minister Avinash Gehlot. Meena argued forcefully that there had been no actual increase in social security pension figures from the year 2023 up to the present moment, accusing the minister of misleading the House by presenting what he termed 'illusory' statistics.
In his defense, Minister Gehlot stated that the BJP government had added a significant 10.50 lakh new beneficiaries to the social security pension scheme from 2023 to 2026. He emphasized that these figures were official government data, not fabricated numbers. "These are government figures," Gehlot stated definitively, challenging the opposition's claims.
