Noida Excise Department Enforces Strict Licensing for Holi Celebrations
As the vibrant festival of Holi approaches, the excise department in Noida has issued a crucial directive that impacts all event venues across the city. In a significant move to regulate alcohol consumption during festivities, authorities have made it mandatory for hotels, banquet halls, and clubs to obtain an Occasional Bar Licence (designated as FL-11) if they plan to serve or permit alcohol at any events.
No Exceptions for Private Gatherings at Commercial Venues
District Excise Officer Subodh Kumar emphasized that this requirement applies universally, even to one-day private events hosted at commercial premises. "Many people assume that a small gathering does not require permission. That is incorrect," Kumar stated firmly. "The licence is compulsory wherever liquor is served at a party on these premises."
Officials have warned that strict legal action will be taken against any establishment found hosting parties with alcohol without this valid licence. "There will be no leniency," Kumar added, underscoring the department's zero-tolerance approach toward violations.
Complete Prohibition on Open Liquor Sales
The department has also reiterated Uttar Pradesh's existing prohibition on the sale of open liquor or alcohol packaged in pouches. Kumar clarified, "People must purchase only sealed bottles from authorised and licensed shops. Open liquor is illegal and unsafe."
To facilitate compliance, applications for the Occasional Bar Licence can be submitted online with payment of the prescribed fee. Organizers have been advised against last-minute applications to ensure timely processing before Holi celebrations commence.
Public Cooperation and Enhanced Monitoring
Urging public cooperation, Kumar requested residents to report any instances of unauthorized alcohol sales. "If liquor is sold from places other than licensed outlets, people should immediately inform the excise department," he said. "Timely information helps us prevent violations."
To strengthen enforcement, the excise department has established a dedicated control room. Complaints can be registered through the helpline number 14405, which operates to curb the sale and manufacture of illicit liquor across the region.
Special Drives Planned for Holi Season
Officials confirmed that special monitoring drives will be conducted throughout Noida and Greater Noida during Holi celebrations. The department's primary focus, according to Kumar, is to ensure that festivities remain safe, lawful, and free from illegal alcohol activities.
This comprehensive regulatory approach aims to balance festive celebrations with public safety concerns, addressing both licensed venue operations and unauthorized alcohol distribution channels simultaneously.
