MP's Zero-Based Budgeting Drives Fiscal Discipline, Rs 55,634 Cr Revenue

In a significant move towards fiscal prudence, the Madhya Pradesh government is overhauling its financial management by adopting a zero-based budgeting framework supported by a three-year rolling plan. Deputy Chief Minister and Finance Minister Jagdish Devda announced this strategic shift, highlighting it as a cornerstone for achieving sharper fiscal discipline and sustainable growth.

Financial Performance and Key Metrics

Detailing the state's robust economic health, Devda presented key figures from the recent financial year. In the financial year 2024–25, the state's revenue receipts stood at an impressive Rs 55,634 crore. For the current financial year 2025–26, the collection up to November has already reached Rs 34,829 crore, indicating a steady revenue stream.

The state's economic output also showed strength. The Gross State Domestic Product (GSDP) for 2024–25 was recorded at Rs 15,03,395 crore, with the per capita income rising to Rs 1,52,615. Devda credited the state's sound financial management for earning praise from various financial institutions, which have commended Madhya Pradesh's budget credibility and banking standards.

Innovative Policies for Revenue Enhancement

To further boost revenue collections, the state is formulating an integrated policy aimed at promoting the export of liquor both domestically and internationally. In a citizen-centric move, the government will also facilitate the issuance of one-day licenses for liquor consumption or sale through a dedicated mobile application, simplifying the process.

On the tax administration front, the government is deploying technology to curb evasion. The Unified Logistics Interface Platform (ULIP) will be leveraged for enhanced control and monitoring to prevent tax leaks. Furthermore, a dedicated Data Analytics and Tax Research Unit will be established within the finance department to strengthen policy formulation and compliance.

Digital Governance and Recognition

Madhya Pradesh continues to lead in e-governance initiatives. Devda pointed out that the state is the first in India where citizens can register 75 types of documents—including lease deeds, power of attorney, and mortgage deeds—from their homes using video KYC. This digital push has been recognized nationally, with the state's Sampada 2.0 initiative winning a gold medal at the National e-Governance Awards 2025.

Concluding his address, the Deputy CM reaffirmed the state administration's commitment to contributing to the national vision of 'Viksit Bharat 2047'. The combination of zero-based budgeting, technological integration, and targeted policies positions Madhya Pradesh on a path of disciplined fiscal growth and improved public service delivery.
