Mizoram Chief Minister Lalduhoma Launches District Development Fund in Aizawl
In a significant move to boost local governance and development, Mizoram Chief Minister Lalduhoma on Monday disbursed the District Catalytic Intervention Plan Fund in Aizawl. This initiative allocates Rs 1 crore to each district across the state, aimed at facilitating the effective implementation of their respective district plans.
Empowering Districts with Financial Autonomy
During his address, CM Lalduhoma highlighted that although district planning committees had been constituted earlier, no dedicated funds had been provided to implement their plans until now. "For the first time in Mizoram, we are disbursing Rs 1 crore to each district to fulfil their prioritised projects," he stated, marking a historic step in the state's administrative framework.
He emphasised that the government is committed to empowering districts by enabling them to formulate their own development plans and by providing the necessary financial support to ensure their successful execution. This approach is designed to foster local ownership and accountability in developmental activities.
Key Component of Bana Kaih Scheme
The CM described this initiative as a key component of the state government's flagship programme, Bana Kaih (hand-holding scheme). Under this scheme, district deputy commissioners (DCs) have been entrusted with substantial authority, and project proposals have been prepared under their leadership. Lalduhoma noted that the success of the fund will depend heavily on the responsibility and commitment of the DCs.
"This is only the beginning. If we utilise the funds efficiently, further allocations can be made in the future," he added, indicating potential for expanded support based on performance and outcomes.
Formal Handover and Future Implications
The CM formally handed over the funds through bank cheques to district representatives, symbolising the start of this decentralised financial empowerment. This disbursement is expected to accelerate local projects, enhance infrastructure, and improve public services across Mizoram's districts.
By providing dedicated resources, the government aims to address regional disparities and promote balanced growth, ensuring that development plans are tailored to local needs and priorities.
