Maharashtra Government Announces Kerosene Distribution at Petrol Pumps to Address Cooking Fuel Crisis

In response to the ongoing global energy crisis and mounting concerns over cooking fuel supplies, the Maharashtra government has unveiled a significant initiative to make kerosene available to the public at petrol pumps across Mumbai and the Mumbai Metropolitan Region (MMR). This strategic move aims to alleviate pressure on households grappling with recent LPG shortages and escalating fuel costs.

Expanding Access Beyond Poverty Lines

Food, Civil Supplies, and Consumer Protection Minister Chhagan Bhujbal confirmed the decision following a high-level meeting with senior officials from Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL), and Hindustan Petroleum Corporation Limited (HPCL) on Monday. The plan is set to be rolled out statewide to provide relief to affected families.

Notably, kerosene will be accessible to all ration card holders, not just those below the poverty line, marking a departure from previous restrictive policies. This inclusive approach ensures broader support during the current crunch.

Operational Details and Initial Quota

Officials revealed that the state will receive an initial allocation of 3,750 kilolitres of kerosene, which will be distributed through fair-price shops to eligible ration card holders. The distribution mechanism involves identifying wholesalers who will procure the kerosene directly from oil companies.

An official explained, "Distributing kerosene through fair-price shops was an old scheme that ceased operations 7-8 years ago. We will restart the supply and monitor demand closely to ensure efficient allocation."

Government Assurance and Monitoring Measures

Minister Bhujbal emphasized that the central government has assured adequate stocks of LPG and PNG, with LPG production increasing from 9,000 metric tonnes to 11,000 metric tonnes. While domestic LPG supply remains a priority, the government is also ensuring that essential sectors receive commercial LPG cylinders without disruption.

Bhujbal urged citizens, "There is no need to panic as the state maintains constant communication with the Centre and oil companies." To prevent hoarding, diversion, and black marketing, every district is under strict surveillance by local collectors and superintendents of police.

Revisiting Ujjwala Beneficiaries and Enforcement Actions

The minister indicated that individuals previously excluded from kerosene access after being covered under the Ujjwala subsidy scheme may now be reconsidered, given the prevailing circumstances. This adjustment comes as households face additional burdens from rising edible oil prices, including groundnut and palm oil, which exacerbate kitchen expenses.

Enforcement teams have intensified crackdowns on illegal activities, seizing 1,208 cylinders from the black market, filing 23 cases, and arresting 18 persons involved in illicit trade.

Legislative Concerns and Clarifications

In the Legislative Council, BJP MLC Parinay Phuke raised alarms over the sharp increase in LPG prices and a surge in demand for induction cooktops, alleging price gouging by some sellers. He called on the state government to take decisive action against profiteering.

Additionally, confusion surrounding e-KYC requirements sparked panic among consumers, with fears that cylinder supplies would halt after April 1. Dealers clarified that cylinders will not be denied, and e-KYC is solely necessary to avail subsidy benefits in the new fiscal year, ensuring continued access for all.

This comprehensive initiative reflects the government's proactive stance in mitigating the cooking fuel crisis, offering a lifeline to households across Maharashtra during these challenging times.
