Ludhiana Municipal Corporation Misses Current Property Tax Target Despite Ambitious Future Goals
The Ludhiana Municipal Corporation (MC) has fallen short of its property tax recovery target for the 2025-26 fiscal year, even as civic authorities have set a significantly higher bar of Rs 195 crore for employees to achieve in the 2026-27 period. This development highlights ongoing challenges in municipal revenue collection amidst rising expectations.
Significant Shortfall in Current Year Collections
Official data reveals that the MC managed to recover approximately Rs 154 crore in property tax during the 2025-26 financial year. This amount falls notably below both the budgeted target of Rs 160 crore and an internal employee target of Rs 180 crore that had been established for enhanced recovery efforts.
Municipal officials have attributed this substantial shortfall primarily to what they describe as the public's failure to fulfill their civic duty of paying taxes promptly. MC superintendent Vivek Verma provided context, explaining that field staff data is still being compiled as several payments were received via cheque toward the fiscal year's end.
Zone-Wide Performance Analysis Reveals Disparities
A detailed breakdown of the property tax collections shows significant variation across different administrative zones within Ludhiana:
- Zone A contributed Rs 21.3 crore to the overall recovery
- Zone B accounted for Rs 38.1 crore in collections
- Zone C recovered Rs 24.5 crore, achieving 90% of its assigned target
- Zone D recorded the highest recovery at Rs 70.3 crore
While Zone C demonstrated the strongest performance relative to its goals at 90% achievement, other zones fluctuated between 82% and 85% of their respective targets. This zone-by-zone analysis underscores the uneven nature of tax compliance across different areas of the city.
Historical Context Shows Previous Successes
In contrast to the current year's shortfall, the Ludhiana Municipal Corporation has successfully surpassed its property tax recovery goals in previous fiscal periods. During the 2024-25 financial year, the civic body recovered Rs 153 crore against an annual target of Rs 150 crore, demonstrating effective collection capabilities.
Looking further back, in the 2023-24 fiscal year, the MC collected approximately Rs 137.7 crore in property tax revenues. This historical performance indicates that while the current year represents a setback, the corporation has demonstrated the capacity to meet and exceed recovery targets under different circumstances.
Future Focus on Enhanced Recovery Efforts
Superintendent Vivek Verma acknowledged that municipal employees made significant efforts to recover pending dues throughout the year, though the totals ultimately remained slightly behind schedule. He emphasized that despite these dedicated attempts, the final collections didn't align with the ambitious internal targets that had been established.
"Consequently, the focus will now shift decisively toward achieving the increased targets set for the upcoming year," Verma stated, referring to the Rs 195 crore goal established for the 2026-27 fiscal period. This forward-looking approach suggests that municipal authorities are treating the current shortfall as motivation for enhanced recovery strategies rather than as a permanent limitation.
